Summary of the contracting process

The Southern Health and Social Care Trust area in Northern Ireland is the intended delivery area for early intervention support for children and young people presenting with needs consistent with neurodevelopmental conditions, together with support for their families. The service will form part of the Cooperation and Working Together Partnership’s PEACEPLUS Early Intervention Support Youth Hubs, known as EaSY. Its purpose is to help children, young people and families access appropriate support for their presenting needs at the right time and in the right place, improving outcomes through community health and social care provision. The Regional Business Services Organisation Procurement and Logistics Service is managing the process on behalf of the CAWT Partnership, with SHSCT as the contracting authority.

This is a planned procurement at the pre-market engagement stage; the buyer has not yet issued an invitation to tender. The expected approach is a forthcoming competitive tender for one service lot. Suppliers were invited to submit a completed pre-market engagement questionnaire by 3 August 2026 at 15:00. A virtual information session is planned for 6 August 2026, from 11:00 to 12:00, with questions addressed during the session. The buyer’s indicative date for publishing the contract notice is 20 September 2026, and it states that this date may change. The engagement is intended to test market interest, gather sector insight and help develop the service and future procurement. It does not commit the buyer or suppliers to a subsequent tender.

This will suit organisations able to design and deliver early intervention support for children and young people with neurodevelopmental-type needs, while working constructively with their families. Relevant providers are likely to include established health, social care, community health, voluntary or community-sector organisations with experience of needs-led support, referral pathways and partnership working. Suppliers should be prepared to explain how their service would help people access appropriate support at the right time and in the right place, and how it could contribute to improved outcomes. The pre-market engagement is an opportunity to shape the buyer’s understanding of available provision and the eventual service specification. Providers should use the engagement to demonstrate delivery capability, local knowledge of the Southern Health and Social Care Trust area and practical insight into this client group.

The Purpose of this Prior Information Notice is to invite interested suppliers to participate in this Pre-Market Engagement exercise who may be interested in delivering early intervention support for children/young people and their families presenting with needs consistent with a neurodevelopment type condition, as part of the CAWT PEACEPLUS Early Intervention Support Youth Hubs (EaSY) within the Southern Health and Social Care Trust (SHSCT) geographical area.

The Business Services Organisation, Procurement and Logistics Service (BSO PaLS), on behalf of the Cooperation and Working Together (CAWT) Partnership, have published this PIN on the Find a Tender Service (FTS) and on the eTendersNI procurement portal (https://eTendersni.gov.uk). In addition, PINs with relevant links have been published on eTenders.ie and in the Official Journal of the European Union (OJEU) to ensure compliance with PEACEPLUS funding advertising requirements. The purpose of these PINs is to invite interested suppliers to participate in this Pre-Market Engagement exercise. Links to this Pre-Market Engagement have been made available on the following websites to ensure that the widest possible audience is informed of this Pre-Market Engagement activity: -The CAWT Partnership website and social media channels; -The Southern Health and Social Care Trust (SHSCT) website, as the Northern Ireland CAWT partner organisation that will be the contracting authorities; -The Northern Ireland Council for Voluntary Action (NICVA) website, which represents, supports, connects, and develops the voluntary and community sector - Representing, supporting, connecting and developing. Interested suppliers are invited to participate in this Pre-Market Engagement by reviewing the Pre-Market Engagement Paper and submitting a complete Questionnaire (Appendix 1) via eTendersNI, Resource ID/CfT number 6595870 by the engagement deadline - 3rd August 2026 at 15:00. The purpose of this market engagement exercise is to engage with interested suppliers in advance of the forthcoming procurement opportunity in order to raise awareness, gauge market interest in the provision of the services, and outline the key elements of the Service. This engagement will also enable the CAWT partner organisation (SHSCT) to obtain market insight and develop a more comprehensive understanding of the sector. This procurement exercise and the subsequent service to be commissioned will cover only the Northern Ireland delivery area, which is located within the boundaries of the Southern Health and Social Care Trust (SHSCT). Separate procurement exercises will be conducted for other services under the EASY project in the Western Health and Social Care Trust area and in the relevant counties in the Republic of Ireland. By providing support based on presenting needs and symptoms, the Service aims to improve outcomes for children, young people, and their families by helping them access appropriate support that meets their needs, at the right time and in the right place. Please refer to the Pre-Market engagement Paper for additional details on the Service. Any interest shown in the pre-tender market engagement does not constitute a commitment to participate in a procurement exercise. Failure to show interest does not restrict providers from participating in any future procurement exercise. Additional information: A virtual information session will be held on 6th August from 11:00am to 12:00pm, via Microsoft Teams. Providers may register to attend the information session as part of their questionnaire response or, if they are not participating in the Pre-Market Engagement questionnaire, by emailing PaLSSocialcare.Sourcing@hscni.net to register their interest by the engagement deadline above. As part of the pre-market engagement process, providers will have the opportunity to submit questions within their questionnaire response. Questions received will be considered in advance and addressed during the Q&A session at the information event. Providers will also have the opportunity to raise additional questions during the session.
