Summary of the contracting process

The Royal Borough of Kensington & Chelsea procured social care services for adults with learning disabilities. Certitude was awarded supported housing at Southwood House, Westgate Terrace and Lancaster Road for £1,458,106 excluding VAT (£1,749,727 including VAT), from 1 September to 30 September 2026, with an award date of 7 August 2026. Look Ahead was awarded Amy Garvey House supported housing for £397,054 excluding VAT (£476,465 including VAT), for the same period and award date. Certitude was also awarded St Quintin and Barlby Road residential care for £2,495,426 excluding VAT (£2,994,511 including VAT), from 1 September 2026 to 31 March 2027, awarded on 7 August 2026. Evaluation was not competitive because the Council used a direct award under its statutory care responsibilities and urgent continuity needs.

This award shows sustained demand from Kensington & Chelsea for specialist learning-disability care delivered across supported housing and residential settings. Organisations well placed for comparable work would need experience supporting adults with learning disabilities in accommodation-based services, alongside the operational ability to run staffed housing schemes and residential care provision. Credibility would be strengthened by a track record of safeguarding, person-centred support, care planning, risk management and working with service users’ carers and the Council. Providers should also be able to manage mobilisation, continuity of care and delivery across several London properties. The successful suppliers are large voluntary, community and social enterprise organisations, indicating that substantial organisational capacity and established specialist social-care capability are relevant to this buyer’s requirements.

Procurement Information

Under the Health and Social Care Act 2008, the Care Act 2014 and other legislation, the Council has duties and responsibilities for the health, wellbeing and care of certain individuals. The Council is required to maintain access to supported and residential accommodation for adults with a learning disability. The direct award supports the Council in continuing to fulfil its legal obligations to vulnerable service users and their carers. The Council has been conducting a procurement exercise to put in place a new contract for housing care and support services to people with learning disabilities. The new contract has been awarded, entered into and is now being mobilised. However, the mobilisation of the new arrangement has taken longer than anticipated and has not been completed before the expiry of the previous contract. Paragraph 13 of Schedule 5 of the Procurement Act 2023 provides a justification for the direct award of public contracts where it is strictly necessary for reasons of urgency and where a public contract cannot be awarded on the basis of a competitive tendering process. The short-term direct award is strictly necessary and urgent to enable the Council to continue delivering these critical services to vulnerable clients and fulfil its statutory duties under the Care Act 2014 until services fully commence and mobilise under the new contract. In this short time period there is insufficient time to undertake a competitive tendering procedure. The proposed direct award will provide contractual assurances to the supplier and support the continued delivery of statutory provision to vulnerable service users. IN addition the lengthy mobilisation period was not attributable to the Council, nor was it foreseeable.
