Summary of the contracting process

Moat Homes Limited is procuring communal cleaning services for its owned, leased and managed residential buildings, including associated communal areas and gutter cleaning. The work covers three geographical lots: Essex, Kent, and London and Sussex. The service is intended to maintain safe and secure environments for residents and customers, manage communal cleanliness, and support responsible waste handling. Suppliers will need to report bulk rubbish to Moat’s contract manager and dispose of waste in an environmentally responsible way while complying with relevant legislation. This is a residential property cleaning services requirement, classified under CPV 90910000. Moat may appoint one provider or several providers across the three areas.

The procurement has reached tender: Moat Homes invited offers through an open procedure. Enquiries were due by 6 August 2026 at 14:00, and tenders were due by 18 August 2026 at 12:00. Offers are evaluated as the most advantageous tender, using quality and price, with detailed criteria in the procurement documents. The estimated total value is £8,165,913.40 excluding VAT, or £9,799,096.08 including VAT. Lot values excluding VAT are £1,342,131.55 for Essex, £3,002,475.60 for Kent, and £3,821,306.25 for London and Sussex. Each lot runs from 1 June 2027 to 31 May 2030, with extensions possible until 31 May 2033. The award decision was due by 24 September 2026 at 23:59.

This opportunity suits commercial cleaning contractors able to deliver communal cleaning consistently across residential housing portfolios. It is expressly suitable for small and medium-sized enterprises, and suppliers can bid for one or more geographical lots. Strong candidates will be able to provide safe and secure working practices, manage waste and bulk rubbish, and demonstrate environmentally responsible disposal that meets legal requirements. Before work starts on site, they must provide evidence of suitable risk assessments and method statements for every task. The requirement also favours providers with the operational capacity to cover Essex, Kent, or London and Sussex, including gutter cleaning, and to tailor quality proposals and social value commitments to each lot. A single contractor may be awarded multiple lots.
