Summary of the contracting process

Warwickshire County Council is exploring a brokerage data solution for referrals, allocation and invoicing across some or all of its service areas. The proposed service would provide software and information systems to automate and improve how the Council brokers services, reducing staff time spent on these processes. The scope is linked to health and social work services and could involve a centralised brokerage system. Delivery would be for Warwickshire County Council in Warwickshire. The Council has not previously commissioned this type of service and is seeking to understand the range of solutions available, including whether a system covering multiple service areas could generate efficiencies that offset its costs. The procurement is categorised as a service opportunity, with software and information systems as a related area.

This procurement is at the planning stage and is currently a preliminary market engagement exercise, rather than an invitation to tender. The Council expects to develop a procurement for one lot and has indicated a contract period from 1 April 2027 to 31 March 2030. The proposed procurement is above the relevant threshold. Interested providers are asked to complete the Council’s market-testing questionnaire through its Warwickshire In-Tend portal, with responses requested by 17 August 2026. The Council intends to use the engagement to assess available solutions and shape its approach, having not previously commissioned a comparable service. The future procurement would concern services, but its final procedure, evaluation criteria and financial value have not been settled at this planning stage.

This market engagement will suit suppliers that develop or implement brokerage, referral-management, service-allocation or invoicing platforms, particularly where these can bring several operational workflows into one system. Relevant capability may include automating referrals, matching or allocating people to services, managing transaction and invoicing processes, and providing reliable information for staff across different service areas. Providers with experience in health, social care or other public-service brokerage environments are likely to be well placed to explain how their solutions operate in practice. The Council is specifically looking for a range of possible options and is open to organisations able to demonstrate efficiency improvements, reduced administrative effort and a credible centralised model. This is an opportunity to influence the future requirement and prepare for a possible procurement, not to bid for a contract now.

Notice Title

WCC Brokerage Data Solution for Referrals, Allocation and Invoicing

Notice Description

WCC are seeking a solution providing a degree of automation and efficiency to support the challenges we currently face in the way we broker our various service areas. The Council is exploring what solutions are available in the market to address some of these challenges and whether a centralised brokerage system for some or all services could 'pay for itself' in reducing the amount of staff time spent on these processes. The Council has not commissioned a service such as this before and therefore wants to engage with a variety of organisations, in a confidential setting, so that we can ensure we have considered all possible options.
