Watford Community Housing Trust, trading as Chime Housing, intends to procure insurance and related services for its housing organisation and associated general non-life risks. This procurement is at the planning stage and is not yet an invitation to tender. Chime Housing expects a single-lot insurance services contract running from 1 April 2027 to 31 March 2030, with renewal provisions that could extend it to 31 March 2032. The estimated value is £10.75 million excluding VAT, or £10.77 million including VAT. The buyer plans to continue early market engagement before the formal tender. Interested insurance-market participants may attend optional online Microsoft Teams meetings, submit questions and provide high-level feedback to help shape the tender documents. The buyer expects the next notice on 25 August 2026. Expressions of interest for engagement were requested by 13:00 on 3 August 2026.

This will suit insurers, insurance brokers and related service providers with the breadth to design and administer a multi-risk programme for a housing organisation. Relevant capability includes commercial property and business interruption insurance, employers’ and public liability, professional indemnity, crime or fidelity guarantee, cyber or computer risks, contract works, personal accident and employment practices liability. Suppliers with experience managing diverse non-life portfolios, assessing housing-sector exposures, coordinating multiple policy lines and providing related advisory or claims services are likely to be well placed. The early engagement is useful preparation for firms that can give constructive feedback on the proposed requirements and procurement approach before the formal tender is launched. Attendance will not affect later evaluation.

Planning Information

Watford Community Housing Trust t/a Chime Housing is undertaking early market engagement with prospective bidders and other participants within the insurance market in advance of its forthcoming insurance services tender. The purpose of this pre-engagement activity is to provide an overview of our organisation, outline our anticipated insurance requirements, and present our proposed procurement approach and indicative timetable. The sessions will also provide an opportunity for interested parties to ask questions, offer high-level feedback, and help inform the development of the final tender documentation prior to the formal launch of the procurement. Attendance at any meeting or event is entirely optional and will not form part of the evaluation process, nor will it confer any advantage or disadvantage in the subsequent tender. This pre-engagement is intended solely to promote transparency, improve market understanding, and support an open and competitive procurement process.
