Summary of the contracting process

Rutland County Council is procuring a care provider to run and deliver services from a new residential children’s home in Rutland. The council has bought the property and is refurbishing it, and will retain ownership. The appointed provider will operate the home, deliver the required children’s residential care service and sign a lease with the council for use of the property. The requirement is classified as welfare services for children and young people. The service is intended to support the opening of the home under Department for Education funding requirements, with the provider responsible for having an operational service and recruited staff in place for the planned opening. Welland Procurement is managing the procurement for the council.

The process reached tender: Rutland County Council invited offers through an open procedure, with electronic submission allowed and bids in English. The enquiry deadline was 31 July 2026 at 12:00, and the tender submission deadline was 28 August 2026 at 12:00. The contract is planned to run from 1 January 2027 to 31 December 2032, with a possible further five-year extension to 31 December 2037, dependent on meeting performance standards. The estimated value is £900,000 excluding VAT and £1,080,000 including VAT. There is one lot. Evaluation is based on quality, including social value, weighted at 70%, and price, weighted at 30%. Economic and technical selection criteria apply.

This opportunity suits established care providers able to manage and deliver a residential children’s home service, recruit and organise the staff needed for commencement, and operate from a council-owned property under lease arrangements. Providers should be prepared to demonstrate both economic capacity and technical capability through the selection process, with the detailed requirements set out in the tender documents. The evaluation places greater emphasis on quality than price, including the provider’s responses on social value, so bidders will need a strong service model as well as a competitive cost proposal. The procurement is identified as suitable for small and medium-sized enterprises and for voluntary, community and social enterprises. Experience in children’s residential care and the operational capacity to meet performance standards will be relevant.
