        "description": "The Older Adults' Day Service currently delivered in Basingstoke is operated directly by Hampshire County Council. Following the Cabinet meeting held on 8 August 2025, a decision was taken to seek an alternative provider to deliver and further develop the service from the end of 2026. This change aims to better meet the evolving needs of the local population while addressing significant financial pressures. Hampshire County Council is seeking an external provider to deliver this service. The Day-Opportunity and Community Hub Service (DoCH) is a community-based service which operates on the principles of enablement, care and support for vulnerable individuals, offering a building-based service to support the local community. The service aims to be a one-stop shop for older adults and unpaid carers, specialising in supporting people with dementia. The service provides a means through which people can engage with a variety of local services, and partnership working is expected to facilitate this. In addition, people should be able to participate in an assortment of meaningful activities designed to: * Meet the assessed social care needs of individuals * Build confidence * Promote independence * Support mobility and falls prevention * Prevent social isolation * Enable carer respite The total estimated value of the Contract over an eight-year period is up to PS5,475,892.74, allocated as follows: * Year 1: up to PS582,240.18 * Year 2: up to PS605,529.79 * Year 3: up to PS629,750.98 * Year 4: up to PS654,941.02 * Year 5: up to PS681,138.66 * Year 6: up to PS708,384.20 * Year 7: up to PS736,719.57 * Year 8: up to PS766,188.30 Hampshire County Council will provide the following financial support to support mobilisation: The Council will cover any direct redundancy costs incurred in relation to TUPE-transferred staff, where these arise from lawfully undertaken activities during the first year. The maximum available for this is PS85,000.00. The Council may reimburse the Provider for reasonable and evidenced expenditure, up to the maximum value outlined below, to facilitate service transfer and set-up. This will include: * Costs associated with transport arrangements during the first year * Rent, IT, service set-up and transfer costs * Transformation costs incurred in the first year The maximum financial support available for these purposes is up to PS41,500.00. The advertised contract commencement date of 18th January 2027 should be regarded as approximate. Hampshire County Council is committed to working collaboratively with the successful Provider to determine an appropriate mobilisation timetable and final service commencement date, taking into account the Provider's proposals and mobilisation requirements to ensure a safe and effective transition of services.",

One significant barrier is the requirement for bidders to accept TUPE obligations, including enrolment onto LGPS, which may be financially or operationally unattractive to some providers. This could limit market interest, particularly among smaller or newer organisations without existing infrastructure to absorb these commitments. If no compliant bids are received, contingency planning will be required to ensure continuity of service for vulnerable individuals and carers. Limited Market There is a risk that the local market may not have sufficient capacity or suitably experienced providers to deliver the full scope of the Day-Opportunity and Community Hub Service, particularly in relation to complex needs such as dementia care and personal care provision. This could result in limited competition during the procurement process, potentially affecting value for money and service quality. Mitigation will involve early market engagement, clear specification of minimum standards, and robust evaluation criteria to ensure providers have the necessary capabilities and infrastructure. Service Continuity The transition from County Council-delivered services to an external provider introduces a risk of disruption to service continuity. Any gap in provision or change in service delivery approach could negatively impact wellbeing and trust. This risk will be mitigated through a detailed mobilisation plan, co-production with current service users, and clear contractual requirements around continuity, communication, and phased implementation. Leasing Arrangements There are lease-related risks that must be addressed before tendering. Newman Court currently operates under a lease with the Council, and a new lease will be required for the incoming provider. For this procurement, a lease agreement is essential to ensure legal clarity and define responsibilities. Without these agreements in place, there is a risk of delays, uncertainty for bidders, and potential disruption to mobilisation. Reputational Risk As this service is being externalised, there is a reputational risk to the Council if a poor-quality provider is appointed. Public and media interest in the decision means scrutiny will be high, and any service failure could damage trust. To mitigate this, we will ask robust, weighted quality questions, with a strong focus on mobilisation and implementation. Quality will be weighted significantly in the evaluation to ensure only capable providers are considered. This approach supports a smooth transition and protects the Council's reputation by prioritising service excellence over lowest cost. Financial Risk A key financial risk for this procurement is the assumption that providers may generate additional income by selling places on the private market. While this could support long-term sustainability, there is no guarantee of demand, and over-reliance on private sales could impact the provider's financial viability and service continuity. To mitigate this, the Council will conduct Credit Safe checks on all tenderers, pay in arrears to reduce upfront exposure, and work with Legal Services to include clawback provisions in the contract, ensuring recovery of funds in the event of non-delivery or financial failure."
