Fife Council, through its Health & Social Care Partnership, is commissioning a supported living service for four people aged 16 and over in Oakley, Fife. The service is for individuals with learning disabilities, severe and enduring mental illness or disorders, and/or physical disabilities that affect areas such as relationships, employment, housing and self-care. Care and support will be delivered in the individuals’ existing accommodation, arranged across two neighbouring properties on the same street, with two people sharing each property. This is a health, social work and community care service, including social work services without accommodation. The requirement is to replace a supported living service currently delivered internally by Fife Council with provision from an experienced external care provider.

The procurement has reached tender: Fife Council invited offers through an open procedure, with electronic submission required. It comprises one lot. The tender submission deadline was 20 August 2026 at 12:00 noon, with tenders opened at the same time by the Procurement Team. Requests for access to the person specifications had to be made by 17:00 on 7 August 2026. The estimated contract value is £2,830,856.07 excluding any applicable tax. The contract period is 2,520 days, described as five years, with options to extend by 12 months plus a further 12 months. Evaluation is weighted 85% quality and 15% price. Variants are not permitted, and the council may require additional purchases in accordance with Scottish procurement regulations.

Bidders must complete the Declaration of Non-Involvement in Serious Organised Crime and submit it with their tender documents. Fife Council reserves the right to undertake enhanced probity checks, potentially involving Police Scotland checks on bidder information. The tender also requires completion of the ESPD, supporting evidence of suitability and capacity.

A Supported Living Service is currently being delivered internally by Fife Council for these individuals, and the Partnership is looking to recommission this to an experienced external care Provider. Options: Fife Council may require additional purchases under this contract which have not been specifically detailed in the "specification" however any additional purchases will be in full accordance with the requirements of Regulation 72 of the Public Contract (Scotland) Regulations 2015.

Renewal: The Contract will be awarded for a period of 5 years with the option to extend for a further 12 + 12 months.
