Summary of the contracting process

NHS Coventry and Warwickshire Integrated Care Board is procuring specialist Tier 3 clinical child and adolescent mental health services (CAMHS) across Coventry and Warwickshire. The service is community-based, trauma-informed, accessible and aligned with a THRIVE-informed model. It is intended to provide children and young people with the right support in the least restrictive appropriate setting, working with families, carers, local authorities, education, primary care, acute services, voluntary and community organisations and other system partners. The work falls within health services (CPV 85100000) and includes specialist assessment, evidence-based treatment, crisis response, safeguarding interfaces and support for children and young people with complex mental health needs.

The process used Direct Award Process C under the Health Care Services (Provider Selection Regime) Regulations 2023, without a prior competition. NHS Coventry and Warwickshire Integrated Care Board selected Coventry and Warwickshire Partnership Trust. The award date was 15 July 2026, and the contract was signed on that date. Its value is £75,152,224 including the stated lifetime value. The initial contract period runs from 1 August 2026 to 31 July 2028, with an option to extend for a further two years, potentially to 31 July 2030. The evaluation used quality and innovation, integration and sustainability, access and health inequalities, social value, and value. A 60% threshold applied; the selected provider achieved 71% weighted score.

This award shows sustained local demand for a large, integrated specialist CAMHS service rather than a stand-alone clinical offer. A credible future supplier would need demonstrable experience managing clinical risk, safeguarding, crisis and home-treatment access, specialist assessment and evidence-based treatment for children and young people. It would also need strong pathways with Tier 2 CAMHS, schools, primary care, social care, eating-disorder, neurodevelopmental and acute services, supported by effective collaboration and subcontracting arrangements. Evidence of good KPI performance, patient and service-user engagement, CQC assurance, commissioner audits, workforce planning, recruitment and retention would be important. The buyer also values reducing unequal access, co-production, innovation, social value and continuity of provision, alongside clear accountability and cost benchmarking.
