Summary of the contracting process

The British Council is procuring research consultancy and market research services to design and deliver a UK-wide youth consultation supporting implementation of the Erasmus+ Youth programme after the UK's reassociation. The work covers England, Scotland, Wales and Northern Ireland. It will combine quantitative and qualitative research with young people aged 13 to 30 who are involved in youth organisations or youth initiatives, together with engagement with youth organisations and key stakeholders. The consultation will produce evidence and practical recommendations for the UK National Agency, including approaches to inclusive implementation, outreach, communications and participation. This is a single-supplier service requirement, with delivery across the United Kingdom for the British Council.

The procurement has reached tender: the British Council invited offers through a below-threshold open competition. It comprises one lot with a gross value of £72,000. The deadline for enquiries was 24 July 2026 at 23:59, and the deadline for submitting offers was 7 August 2026 at 14:00. The contract period is from 24 August 2026 to 26 February 2027, with a possible extension to 31 August 2027. The British Council may also procure additional related services, including further analysis, supplementary reporting, stakeholder engagement, dissemination and communications support. Electronic submission is allowed through the British Council procurement portal. The award criteria are set out in the tender documentation.

This opportunity suits a research consultancy, market research agency or partnership able to run mixed-methods youth research at UK-wide scale. Relevant capability includes designing quantitative and qualitative consultation methods, recruiting and engaging participants aged 13 to 30, and working effectively with youth organisations, youth initiatives and public or sector stakeholders. Suppliers should be able to operate across England, Scotland, Wales and Northern Ireland and turn consultation findings into clear evidence, practical recommendations and usable reporting. Experience of inclusive engagement, outreach, communications and participation approaches for young people would be directly relevant. The requirement is identified as suitable for small and medium-sized enterprises, and the appointed supplier may also undertake related analysis, reporting, stakeholder engagement, dissemination and communications work.
