Summary of the contracting process

West Dunbartonshire Council, on behalf of West Dunbartonshire Health and Social Care Partnership, is procuring community-based support services for adults aged 18 to 65 with additional support needs. This opportunity suits Care at Home providers with experience supporting adults aged 18 to 65 in one or more of the specified needs areas. Suppliers must be registered with the Care Inspectorate as a Care at Home Service, or be able to obtain registration before delivering services, and must maintain it throughout the framework. A minimum inspection score of 3, rated Adequate, is required across inspected key questions. Providers need suitable staffing capacity, qualified and trained employees, robust recruitment, supervision, safeguarding and adult-protection arrangements, and effective quality-assurance and outcome-monitoring systems. Scottish Social Services Council registration is required for employees where applicable. Bidders must demonstrate adequate financial standing and relevant technical and professional experience. Successful providers must also support proportionate community benefits such as training, work placements, employability opportunities, volunteering or local social-value initiatives.

Lot 1 - Learning Disability

Provision of community based support services for adults aged 18 to 65 years with a learning disability requiring additional support under Self Directed Support Options 2 and 3. The Service will support individuals to live the lives they choose through an outcomes focused and person centred approach. Services may include personal care, support with daily living, community participation, promoting independence, maintaining tenancies and supporting positive outcomes identified through the My Life Assessment process. The Framework will remain open throughout its duration and new entrants may apply to join subject to meeting the relevant selection and award criteria.
