Summary of the contracting process

Yorkshire Water Services Limited is seeking consultancy services through a multi-supplier framework to support its AMP8 programme and preparation for AMP9 and AMP10. The work spans three disciplines: management consultancy, including strategic advice, business transformation and specialist expertise; regulatory consultancy covering Ofwat price reviews, cost assessment, performance commitments and financial resilience; and asset management consultancy to improve asset performance, investment planning, information quality and data-led decisions. The framework is intended to provide a flexible route to specialist advice across the company’s strategic, operational, regulatory, commercial, asset management and transformation work. Services will be delivered in the United Kingdom.

The buyer invited tenders through an open procedure. The submission deadline was 3 November 2026 at 17:00 UTC, with electronic bids through Yorkshire Water’s SAP Ariba portal; the award decision was due by 1 March 2027. The framework was scheduled to run from 15 March 2027 to 14 March 2031, with a possible three-year extension, taking its maximum term to 14 March 2034. Its overall estimated value is £38 million: £17 million for management consultancy, £6 million for regulatory consultancy and £15 million for asset management consultancy. Each lot is evaluated on capability, weighted 70%, and commercial factors, weighted 30%.

This opportunity suits consultancies able to provide credible specialist advice and delivery support across water-sector strategy, regulation or asset management. Management consultancy suppliers will need to demonstrate capability in high-impact strategic analysis, Board-level recommendations, business change and scarce technical or functional expertise. Regulatory specialists should be equipped to advise on Ofwat reviews, financial economics, cost assessment, performance commitments and company resilience. Asset management firms should bring expertise in organisational transformation, asset information, investment planning and improving asset performance and reliability, including support for AMP8 outcomes. The multi-supplier framework offers a route to future call-off work, allocated either directly under an objective method or through further competition among appointed suppliers, depending on the lot and requirement. The scale and breadth favour suppliers able to sustain specialist capacity and deliver across complex programmes.
