Summary of the contracting process

Yorkshire Water Services Limited is planning a regulatory consultancy framework for services supporting its regulatory and wider business objectives. The anticipated scope covers specialist economic, regulatory, financial, strategic and policy consultancy, together with market analysis, business planning, customer research and related consultancy services. The framework is intended to provide access to these capabilities for work connected with Yorkshire Water’s activities as a regulated water-sector business. Delivery is expected in the United Kingdom. The procurement is for services in the utilities sector and is classified under business and management consultancy and related services (CPV 79400000). Yorkshire Water is considering how the framework should be structured, including its scope, lots and contractual arrangements, with supplier input intended to help shape the eventual model.

This procurement is at the planning stage and is being developed as a framework agreement; it is not yet a call for competition. Yorkshire Water expects to use supplier engagement to inform its procurement strategy, including lotting, contractual structures and commercial models. The estimated gross value is £10,000,000. The planned contract period is from 5 April 2027 to 4 April 2030. The buyer expects to publish a subsequent notice by 7 September 2026. As part of the preliminary engagement, suppliers are invited to express interest by 5 August 2026, with further information-gathering activities such as requests for information or supplier calls potentially following. Participation in the engagement is voluntary and non-binding, and the feedback will support development of the future procurement rather than constitute a tender response.

The future framework is likely to suit consultancies with strong expertise in one or more of economic regulation, regulated-industry finance, business strategy, public policy, market analysis, business planning or customer research. Relevant water-sector experience will be particularly useful, while experience in other regulated industries may also be relevant. Suppliers should be prepared to demonstrate practical understanding of regulatory and industry trends, current market capability and innovative approaches to delivering high-quality consultancy. The breadth of the proposed service scope may suit both multidisciplinary firms able to provide several specialisms and focused providers with deep expertise in a particular area. Businesses should use the planning engagement to explain their service offering, capacity and experience, and to help shape the framework’s eventual lots and delivery model.

Notice Description

Yorkshire Water is undertaking Preliminary Market Engagement (PME) to inform the development and procurement strategy for a future Regulatory Consultancy Framework. The proposed framework is intended to provide access to specialist economic, regulatory, financial, strategic, policy, market analysis, business planning, customer research and associated consultancy services to support Yorkshire Water's regulatory and business objectives. We are seeking input from suppliers with relevant expertise and experience in the water sector and wider regulated industries to help shape the scope, structure and delivery model of the framework. Through this engagement, Yorkshire Water aims to better understand current market capabilities, supplier capacity, emerging regulatory and industry trends, and innovative approaches to delivering high-quality consultancy services. Suppliers are invited to express an interest in participating in early market engagement discussions. Feedback gathered will be used to validate the proposed framework approach, inform lotting arrangements and contractual structures, assess the suitability of different commercial models, and support the development of the overall procurement strategy. This engagement is being conducted solely for information-gathering purposes and to support Yorkshire Water's planning activities. It does not constitute a call for competition, a formal procurement exercise, or any commitment by Yorkshire Water to procure goods or services. Participation in this engagement will not confer any advantage or disadvantage in any future procurement process
