Summary of the contracting process

Renfrewshire Council is procuring a single design-and-build contractor for external retrofit works to existing wholly owned and mixed-tenure residential properties across Renfrewshire. The work covers the design, supply and installation of measures to improve energy efficiency and thermal performance, supporting Net Zero and low-energy standards in Scotland. Relevant activities include insulation, building construction and roof works (CPV 45260000). During the initial two-year term, the Council will provide design information based on ECD Architects’ designs, while the contractor supplies and installs the works. From the first extension period, the contractor will take responsibility for both design and construction. Work will be instructed through task orders. The contract includes community benefits, Fair Work First requirements and key performance indicators.

The procurement has reached tender: the Council invited offers using a selective restricted procedure, with written submissions and a second stage limited to five candidates. The tender deadline set by the Council is 5 October 2026 at 12:00. The intended invitation date is 19 October 2026, and bids must remain valid until 22 April 2027 at 23:59. The contract is valued at £135,000,000 excluding any stated tax treatment and has a duration of 2,520 days. Renewal is available where extension periods are not used or the overall term expires. Evaluation is based on quality at 60% and price at 40%. Selection considers technical and professional ability, design-and-build contracting, large-scale contract experience, volume of works, quality control and Passive House Planning Package capability.

This opportunity suits an established principal contractor able to deliver substantial external retrofit programmes across occupied residential properties, with both construction and, later, design capability. Suppliers should be able to demonstrate technical and professional ability, experience of large-scale contracts, capacity to manage high volumes of work and robust quality-control arrangements. Passive House Planning Package experience is specifically relevant. The Council requires names and qualifications for staff assigned to the work, and the recommended tenderer must provide equalities documentation, a prompt-payment certificate and evidence as a waste carrier. Bidders should be prepared to identify proposed subcontractors and provide parent-company, consortium and collateral warranties where required. The successful contractor must consult the Council’s property insurers during early design and meet community-benefit and Fair Work First conditions.
