Summary of the contracting process

Renfrewshire Council is buying external retrofit works to improve the energy efficiency and thermal performance of its existing wholly owned and mixed-tenure homes across Renfrewshire, with the aim of meeting Scotland’s Net Zero and low-energy standards. The requirement covers insulation and other external building works, including roofing and associated construction work (CPV 45260000). Work will be issued through task orders. This is a single-contractor design-and-build requirement. For the initial two-year term, the Council will provide design information prepared by ECD Architects, and the contractor will supply and install the works. From the first extension period, the contractor will take on both design and build responsibilities.

The Council invited suppliers to participate through a restricted procedure, with a tender stage following the initial participation and selection stage. The published submission deadline was 15 October 2026 at 12:00; invitations to tender were estimated for 29 October 2026. The estimated contract period is 2,520 days, and the estimated value is £135 million. Quality accounts for 60% of evaluation and price 40%. At the selection stage, technical and professional ability is weighted at 25%, design-and-build contracting at 20%, quality control at 20%, experience on large-scale contracts at 15%, volume of works at 15%, and Passive House Planning Package capability at 5%. The Council expected to invite five candidates to tender, while reserving discretion to vary that number in stated circumstances. The contract includes extension periods and may be renewed.

This opportunity is suited to a main contractor able to deliver substantial external retrofit programmes across occupied or mixed-tenure housing, coordinating task-order work at scale. The selection assessment places weight on proven technical and professional ability, design-and-build contracting, experience with large-scale contracts, and the capacity to deliver the required volume of work. Suppliers must also demonstrate quality-control capability and expertise using the Passive House Planning Package. The contractor needs to manage design responsibility after the initial term, as well as supply and installation, and provide names and qualifications of assigned staff. The successful contractor must consult the Council’s property insurers’ risk engineering team at the early design stage. Contract performance conditions cover community benefits, Fair Work First and key performance indicators. Required documentation includes equalities declarations, prompt-payment certification, waste-carrier details, proposed subcontractors and relevant guarantees and collateral warranties.
