Summary of the contracting process

College of Policing Limited is procuring construction and refurbishment works for a new 30-person boardroom and adjoining ante room. The work will be carried out on the first floor of open-plan office space in the Edgbaston building at the College of Policing site in Ryton-on-Dunsmore, Coventry. The requirement is for one supplier to deliver the project in accordance with the schedule of works and associated procurement documents. An optional furniture package is also included, with any proposed furniture required to comply with Government Buying Standards. The main work is office construction and refurbishment, including the installation and fit-out of the new boardroom and ante room. The opportunity is categorised as works and is intended for delivery at the College’s site in Coventry.

The procurement has reached tender: the buyer invited offers through a below-threshold open competition. It is a single-lot requirement with a gross estimated value of £237,000. Enquiries had to be submitted by 4 August 2026 at 23:59, and offers had to be submitted by 10 August 2026 at 12:00. Electronic submission is allowed through the Home Office Jaggaer e-sourcing portal. The contract period is scheduled to run from 26 October 2026 to 18 December 2026, an estimated eight-week project period. Award will be based on the most advantageous tender, with price and other commercial factors weighted at 90% and social value at 10%. The lot is identified as suitable for small and medium-sized enterprises.

This opportunity suits a principal contractor or refurbishment specialist able to deliver commercial office construction and fit-out works as a single package. Suppliers should be capable of creating a boardroom and ante room within an existing open-plan office, coordinating the associated building works and completing the project within the stated delivery period. Businesses able to source and provide compliant office furniture may also offer the optional furniture element, provided it meets Government Buying Standards. The requirement is marked as suitable for small and medium-sized enterprises, so it may be relevant to established regional contractors as well as larger firms. Competitors should be prepared to demonstrate a commercially competitive proposal and meaningful social value, since these together form the basis of evaluation.
