Summary of the contracting process

NHS North East and North Cumbria Integrated Care Board is planning an Integrated Neighbourhood Mental Health Service for the North East and North Cumbria. The requirement is for health and social work services supporting an integrated neighbourhood approach to mental health care. The ICB is managing the engagement to explore provider views and use market feedback to shape the service model. The work is associated with the ICB’s health commissioning responsibilities and is intended for providers able to contribute informed views on delivering neighbourhood-based mental health services. The planned exercise covers one service lot and is relevant to organisations operating in mental health, community health, social care or related integrated care provision across the area.

This is a planned market-engagement exercise, not an invitation to tender. The ICB expects to hold online Teams one-to-one discussions with providers on 18 August 2026, with questions and supporting material available from 22 July 2026. Providers are expected to register interest and communicate through the Atamis electronic tendering system. The engagement is intended to gather awareness, communication and information from the market as the proposed service is shaped; participation does not form part of a pre-qualification or selection process. A future procurement notice is currently expected on 11 November 2026. Any subsequent opportunity will be subject to the Health Care Services (Provider Selection Regime) Regulations 2023.

The engagement is suited to mental health providers, community healthcare organisations, social care providers and integrated care partnerships with practical knowledge of neighbourhood-based service delivery. Attendees should have sufficient subject-matter expertise to discuss the market, answer the buyer’s questions and provide meaningful insight into how an Integrated Neighbourhood Mental Health Service could be designed and delivered. This is an opportunity to prepare rather than bid: providers can help inform the emerging approach and understand the buyer’s requirements before any future procurement. Organisations considering participation should be able to nominate knowledgeable representatives for an online discussion and use the Atamis system to register interest and provide responses.

NHS North East North Cumbria Integrated Care Board (ICB) is managing this market engagement exercise for the provision of an Integrated Neighbourhood Mental Health Service NHS North East and North Cumbria ICB will be holding an online Teams one-to-one meetings with providers on Tuesday 18th August 2026 to further explore and understand feedback from providers as we shape our approach to this service. Providers joining the one-to-one sessions will be asked to provide responses to a number of questions within these sessions. The questions can be accessed through the Atamis Portal, alongside supporing information . The Portal will also be used to register a provider's interest in attending a session. To register please submit a message including the name(s) and email address(es) of those you wish to attend. Attendees for the one-to-one meetings should have sufficient subject-matter knowledge to share insight on the market and contribute meaningfully to the discussion. It should also be noted that this process invites individuals and organisations to express an interest in this market engagement exercise only, and it is NOT a pre-qualification questionnaire, and is NOT part of any pre-qualification or selection process. This process is intended as an awareness, communication, and information gathering exercise. An expression of interest is no indication of a commitment to participate in this process nor does it infer any preferential or special status on those individuals and organisations who express an interest in the RFI exercise.
