Summary of the contracting process

The procurement process for the contract "IRM26/7735 For The Repair of Jackal Axles and Drive Units - TN" was conducted by the Ministry of Defence, with Babcock Land Defence Limited acting as an agent. This tender falls under the industry category of repair, maintenance, and associated services of vehicles and related equipment, and it is located in Telford, United Kingdom. The procurement stage has reached completion, with the contract awarded to SUPACAT LIMITED, a company specialising in these services. The framework agreement is set for four years, with options for two additional one-year extensions, and it is valued at approximately £4,300,000. The procurement method was a direct award, justified by SUPACAT LIMITED's exclusive rights to the necessary intellectual property. The anticipated contract starts on 2 November 2026 and will conclude by 1 November 2030.

This tender offers significant opportunities for business growth, particularly for organisations with expertise in vehicle repair and maintenance, specifically those meeting military standards. Businesses that can deliver high-quality performance, adhere to military specifications, and achieve the Key Performance Indicators (KPIs) laid out in the contract would be well-positioned to benefit. While SUPACAT LIMITED has been directly awarded the contract due to their unique ownership of the relevant intellectual property, similar companies specialising in this niche area might explore indirect opportunities through subcontracting under the same framework. Small and medium-sized enterprises (SMEs) that can demonstrate technical know-how and meet the specific compliance and performance management criteria outlined in the tender will find this an ideal opportunity for growth within the defence and security sector.

Procurement Information

This direct award relies upon the justification at paragraph 5 of schedule 5 to the Procurement Act 2023 due to Supacat Ltd being the sole owner of the Intellectual Property related to the items. The items are unique to the HMT range of vehicles of which Supacat Ltd are the original equipment manufacturer and owner of the vehicle IP, so is the only supplier that can supply the services required. Furthermore, paragraph 6 of schedule 5 is relied upon due to there being an absence of competition because no other provider possesses the technical know-how and data necessary to perform the requirement without introducing an unacceptable level of risk to operational safety and MOD operational requirements. There is no reasonable alternative supply because the product supplied is to be fitted to a vehicle of which the Supplier is the designer and manufacturer and no alternative available product.
