Summary of the contracting process

Antrim and Newtownabbey Borough Council is procuring construction works for the Glengormley Environmental Improvement Scheme on Antrim and Ballyclare Roads in Glengormley town centre. The project will improve the public realm, reduce vehicular dominance and support the town centre’s businesses, visitors and residents. The scope includes excavating and disposing of existing footpaths and carriageways; installing approximately 6,500 square metres of natural stone paving and kerbing; realigning footpaths; and providing street furniture, signage, railings and sustainable features. It also covers landscaping and tree planting, approximately 12,000 square metres of carriageway resurfacing, ramps, parking and line marking, utility and drainage works, event infrastructure, civic shared spaces and pedestrian gateway features. Street and feature lighting will be delivered separately by the Department for Infrastructure.

The procurement has reached tender: the Council invited offers through a selective competitive flexible procedure, following a participation stage. The enquiry deadline was 11 August 2026 at 23:59, and the expression-of-interest deadline was 25 August 2026 at 12:00. Tenders must be submitted electronically through eSourcingNI. The single contract is planned to run from 1 February 2027 to 16 July 2029, with award anticipated by 15 January 2027. Its estimated gross value is £5,100,000. The Council expects to shortlist six suppliers, including tied sixth-place candidates, for the tender stage. Evaluation is weighted 60% price, 30% quality and 10% social value. Suppliers must meet the stated economic and technical selection requirements.

This opportunity suits principal contractors and civil engineering businesses experienced in town-centre public realm, highway and paving projects. Relevant capability includes managing excavation and disposal, large-scale natural stone paving and kerbing, carriageway resurfacing, footpath realignment, parking and line marking, drainage, utilities interfaces, landscaping and street furniture installation. Suppliers should be able to coordinate multiple workstreams and deliver civic spaces, pedestrian features and event infrastructure to a high standard. The work will take place on a live site, so bidders need robust traffic and pedestrian management arrangements and the ability to manage construction around existing public activity. Experience of working with utilities and controlling disruption in an operational town centre will be important. The participation stage also requires evidence of legal, financial and technical capacity.
