Notice Description
The contract is for the provision of a Contractor to deliver the Glengormley Environmental Improvement Scheme - Antrim and Ballyclare Roads project. The project is located in Glengormley town centre. The project seeks to address the strategic, economic and environmental need to improve the public realm in Glengormley town centre and help meet the challenges facing all high streets across the UK. The project aims to visually transform the area, reduce the current vehicular dominance and sustain footfall in the area, thereby improving the perception of the area, its businesses and adding to its vibrancy and appeal to business, visitors and residents. Project Scope will include: * Excavation and disposal of existing footpath and carriageway * High quality natural stone paving and kerbing (approx. 6,500m2) * Footpath realignment works * High quality street furniture, sustainable features, signage and railings * Landscaping inc. tree planting * Carriageway resurfacing, ramping, parking and line marking (approx. 12,000m2) * Works to existing services and utilities * Drainage works * Construction of event infrastructure * New civic shared spaces and pedestrian gateway features * High quality street and feature lighting (to be undertaken separately by the Department for Infrastructure)

It is anticipated that the 6 Suppliers that: satisfy the requirements as to legal and financial capacity; have not been excluded and who achieve the highest overall scores in the Participation Stage evaluation, may be shortlisted for the Tender Stage. Where there is a tie for 6th place, then all Suppliers in 6th place will be invited to tender. For the purposes of this exercise a tie for 6th place is deemed to occur where two or more Suppliers have identical scores or a score within 2 marks (out of a score of 120) of the 6th place score. The six shortlisted suppliers (and ties) from Participation Stage will be invited to tender for the project. One supplier, the MAT, will be awarded the contract for the Glengormley Environmental Improvement Scheme. Draft tender documentation has been provided at the Paticipation Stage. The Council reserves the right to refine and amend this documentation, including the award criteria, prior to the Invitation to Tender Stage."

"riskDetails": "The Authority has identified the following risks as risks that satisfy the criteria of Schedule 8 sub-paragraph (6)(a) of the Procurement Act 2023 i.e. that the risk/s could jeopardise the satisfactory performance of the contract but, because of its/their nature, cannot be addressed in the contract as awarded: 1. Construction is on a live site and will require traffic and pedestrian management. 2. The project is funded. 3. Utilities The Authority has concluded that there is a possibility that the contract may have to be modified as a result of a materialisation of the known risk/s at a later date in accordance with Schedule 8 paragraph 5 of the Procurement Act 2023."
