Summary of the contracting process

Birmingham City Council is exploring a trade waste software solution to support its commercial waste collection service for businesses across Birmingham. The requirement covers software and information systems for customer account management, collection round and route management, contract management, operational worksheets, driver tablet integration, reporting, and invoicing integration with Oracle (Brindley). The solution would support the Council’s future delivery of Trade Waste services and associated operational processes. Work would be delivered for the Council’s Trade Waste service in Birmingham. This is a goods-led technology requirement, although suppliers will need to understand the operational needs of commercial waste collection and the connections between service management, field operations, reporting and finance.

The process is at planning stage and is currently a preliminary market engagement, rather than an invitation to tender. Birmingham City Council is seeking information on available solutions, supplier capabilities, indicative delivery approaches and commercial models. Interested suppliers are expected to register against the project on the Council’s In-tend e-tendering portal and submit the Supplier Preliminary Market Test Questionnaire by 12 noon on 5 August 2026. The Council expects a subsequent notice on 1 December 2026. The planned contract period is 1 February 2027 to 31 January 2031. The procurement is a single planned lot, with no contract value published. The requirement is identified as suitable for small and medium-sized enterprises.

This engagement will suit software providers with proven products for trade waste, commercial waste or comparable field-service operations. Relevant capabilities include customer and account management, route and round planning, contract administration, mobile tools or tablet integration for drivers, operational worksheets, management reporting and integration with Oracle or other invoicing systems. Suppliers able to explain implementation approaches, system capabilities and commercial models will be well placed to contribute to the market exercise. The Council is specifically seeking to understand the range of available solutions and how they could support future Trade Waste services, so providers should be prepared to describe product fit, integration experience, delivery capacity and the operational benefits of their approach. SMEs are expressly considered suitable.
