Alternative providers are unlikely to have sufficient capacity to accommodate all affected children within the required timescales. Continuation of provision is required to support delivery of the Council's statutory duties in relation to funded ELC. Failure to maintain continuity of service would present operational, reputational and service delivery risks for the Council.
