Cardiff Council intends to establish the second South East Wales Technical & Professional Services Framework, known as SEWTAPS 2. It will provide technical and professional services, focused on construction consultancy, for potential customers seeking value for money and added value. Written supplier questionnaires form the pre-market engagement and are expected by 5 August 2026 at noon; follow-up questions or meetings may also be requested. The estimated value is £200 million excluding VAT, or £240 million including VAT, for the full procurement. The Market engagement with customers and suppliers will include areas to understand the market, review current and future needs, identify potential structures for the new framework and determining the most appropriate approach to maximise value for money. The Council has already undertaken some lesson learnt engagement. As part of pre-market engagement, further potential customer feedback will also be undertaken.
