Summary of the contracting process

The Police and Crime Commissioner for Nottinghamshire commissioned community-based mentoring for children and young people at risk of involvement in serious violence across Nottingham City and Nottinghamshire. The service is intended to improve mental health, wellbeing and behaviour, reduce factors associated with violent crime, and build community resilience. It uses an Accident and Emergency and police custody navigator approach, reaching children in custody suites in Nottingham City and Mansfield and at Nottingham’s Queen’s Medical Centre, as well as accepting referrals from those sites and other agreed partners. This is social work and related support for children under 18, delivered across Nottingham City and Nottinghamshire.

The procurement is complete and the contract was awarded to Remedi Restorative Services on 6 October 2026. The award is valued at £425,039 excluding VAT (£510,046 including VAT). The contract runs from 1 November 2026 to 31 March 2028, with two optional 12-month extensions, allowing it to continue until 31 March 2030. There was one lot, with a maximum estimated value of £601,335 excluding VAT (£721,602 including VAT). The buyer used a competitive flexible procedure with a two-stage assessment: participation and quality responses with price evaluation, followed by presentations. Quality questions and presentations each carried 40% of the evaluation, and price carried 20%. Six bids were received and three reached the final stage.

Mentoring in Hospital & Police

Notice Description

For the delivery of mentoring (hospitals and police pathway) within Nottingham City and Nottinghamshire. These services are being commissioned by the Nottingham and Nottinghamshire Violence Reduction Partnership (NNVRP) - part of the Nottinghamshire Office of the Police and Crime Commissioner (OPCC). The objective is to support children and young people (CYP) who may be at risk of involvement in serious violence with improved mental health and wellbeing and improved behaviours, thus reducing the risk factors associated with violent crime and helping to build community resilience. This approach draws on the Accident and Emergency (A&E) and Police Custody Navigator model which has been rated by the Youth Endowment Fund (YEF) as having a potentially high impact on serious violence. The service will be based in the community but will pro-actively reach and engage with children in several settings including custody suites (Nottingham City and Mansfield) and Hospital (Nottingham Queens Medical Centre ) as well as take referrals from these sites and from other partners as agreed with the commissioner. Through engaging and working with children most vulnerable to violence, the service will make a tangible contribution to preventing and reducing serious violence affecting those under 18-years-old in our area.
