Summary of the contracting process

WM Trains Limited is procuring rail depot and train-servicing works across three locations. Lot 1 covers Coventry Carriage Sidings, developing stabling and light-maintenance facilities for up to ten three-car Class 730 units, including civils, track, drainage, overhead line equipment, electrical and mechanical systems, cleaning, welfare, security and operational safety infrastructure. Lot 2 covers Northampton Riverside CET, providing overnight controlled-emission toilet extraction, flushing and tanking, waste removal, cleaning, inspections, screen-wash and sand-box facilities for Class 730 trains. Lot 3 covers Tyseley Road 12 in Birmingham, creating a permanent embedded-track fuelling apron with drainage, fuel and servicing systems, canopy, lighting, CCTV and depot protection interfaces. The procurement is for works, with railway construction and engineering services included.

The procurement has reached tender: WM Trains invited formal expressions of interest through a selective Competitive Flexible Procedure under the Procurement Act 2023. It is divided into three lots, and suppliers may bid for one, several or all lots. The PSQ expression-of-interest deadline was 2 October 2026 at 12 noon; enquiries closed on 28 September 2026 at 12 noon. Between four and six highest-scoring bidders per lot are intended to proceed to the ITN stage, with award decisions due by 30 April 2027. Stage 1 is a Pre-Construction Services Agreement covering design development and package pricing; Stage 2 may be an NEC4 Engineering and Construction Contract, subject to approvals and funding. Estimated gross values are £19.2 million for Coventry, £3 million for Northampton, £14.4 million for Tyseley and £36.6 million overall. Each lot is evaluated 35% on price and 65% on quality, including 10% social value. The draft contract period for each lot is 1 June to 31 December 2027.

This opportunity suits established railway and infrastructure contractors able to deliver complex depot, track, civils, mechanical, electrical, drainage, overhead-line, fuelling and operational-safety works. Suppliers should be able to develop or inherit GRIP 5 design, coordinate design development with construction pricing, manage Network Rail consents and interfaces, and work safely around live railway and depot operations. Relevant experience in rail construction, depot development, train servicing, fuelling infrastructure or controlled-emission-toilet facilities will be particularly relevant to the three lots. The requirement also calls for sufficient supply-chain and delivery capacity across the programme, including the ability to plan resources, manage site constraints, address operational risks and support long-lead procurement. The buyer has indicated that the opportunity is suitable for small and medium-sized enterprises, and market engagement found stronger interest among mid-sized tier 2 and tier 3 contractors than larger multinational firms.

WM Trains Limited is procuring rail depot and servicing works through one advertised works procurement structured in two contractual stages. Stage 1: PCSA Under the Pre-Construction Services Agreement (PCSA), the contractor will complete the GRIP 5 design, further develop the design, and price the individual works packages. Stage 2: ECC Once those package prices have been developed and consolidated into a single commercial position, the project will proceed to award the NEC4 Engineering and Construction Contract (ECC) on a lump-sum basis for GRIP stages 6 - 8. The procurement is intended to appoint a contractor for each Lot to provide Stage 1 PCSA services. Stage 2 may follow, subject to the contracting authority's decision, funding, approvals and procurement compliance requirements. The contracting authority does not commit by this notice to award Stage 2. Please note that it may not be necessary for the successful bidder for each Lot at Stage 1 to undertake all of the GRIP 5 design required for that particular Lot as some elements of the GRIP 5 design may already have been completed by tender award stage. If that is the case, it would be expected that the successful bidder would inherit any GRIP 5 design already completed for a particular Lot and then use that to inform the remainder of the GRIP 5 design required for that particular Lot. Lot Information

Coventry Carriage Sidings Stabling and Servicing Facility

Coventry Carriage Sidings are located immediately south of Coventry Station adjacent to the Leamington Line and currently comprise four sidings with limited operational use. The sidings are currently classified as Network Rail sidings and only Roads 3 and 4 are presently accessible due to track materials being stored on Roads 1 and 2. Live OHLE infrastructure is present at the entrance to the sidings and on the adjacent main line. It is intended to develop the sidings into an operational stabling and light maintenance facility to support the Class 730 fleet and future operational requirements associated with the Coventry and Snow Hill routes. The project shall provide overnight stabling capacity for up to ten 3-car Class 730 units together with servicing infrastructure including CET, tanking, cleaning, walking routes, welfare facilities, lighting, security, electrical infrastructure and operational safety systems. The development is expected to require significant civils, track, M&E, drainage, OHLE, operational safety and depot infrastructure works. The proposed changes are also expected to require the sidings to be reclassified as a Light Maintenance Depot, subject to Network Rail approvals. The project will also improve operational access to the sidings through reinstatement of the disused walking route from Platform 4 and associated access, security and lighting upgrades.

Northampton Riverside CET

The Train Presentation Team currently undertake the evacuation of Controlled Emission Toilets and tanking on the 4-car Class 350 units using mobile bowser units whilst trains are dwelling at Northampton Station on Platforms 1, 2 and 3. These mobile units are then discharged by connecting to a discharge point located near the south end of bay platform 4 or the north end of platform 2. Whilst these facilities are suitable for CET maintenance activities on the Class 350 units, they are not suitable for evacuating the CET on the new Class 730 units as the connection points are located below the sole bar and cannot be accessed from the platform. This project scope is to provide the facilities required by the Train Presentation Team to undertake both CET and train servicing activities and for drivers to safely access and egress the trains when stabled in Northampton Riverside Sidings A and B. To support these activities, WM Trains have created a Light Maintenance Depot at Northampton within which the following activities will be undertaken overnight on the Class 730 trains stabled in the river sidings: CET extraction, flushing and tanking waste removal internal cleaning topping up of screen wash pre-train operation inspections front end cleaning, where required topping up of train sand boxes, where required

Tyseley Road 12 Permanent Fuelling Apron

WM Trains currently operates fuelling and train servicing activities at Tyseley Train Maintenance Depot, Birmingham using existing permanent fuelling roads 13, 14 and 15. Following operational changes associated with fleet deployment, revised timetable requirements and depot operational constraints, the temporary fuelling arrangements installed on Road 12 during previous fuelling enhancement works have become operationally critical. The project will provide a permanent embedded track fuel apron and associated servicing infrastructure on Road 12 to replace the temporary arrangements. The proposed project will provide a permanent embedded track fuel apron, associated below ground drainage and interceptor systems, fuelling and servicing facilities, canopy structures, depot protection interfaces, lighting, CCTV, M&E infrastructure and associated operational facilities. The project shall support the safe and efficient servicing of up to 6-vehicle formations without splitting or shunting and shall be designed to accommodate current and future operational requirements.

Planning Information

Market engagement was conducted via the CCS Construction Works and Associated Services RM6088 framework in November 2025 where 5 framework members expressed an interest in taking part. Discussions then took place between WM Trains Ltd. and the 5 suppliers that expressed an interest via MS Teams. Matters discussed included details of the projects, rail experience, vagaries of the current rail construction marketplace, supply chain capacity, capacity within current order books (12-month view), site constraints, Network Rail consents, two stage tendering (PCSA then construction contact award) and risks. The contract opportunities were also been discussed with contractors working on similar projects for WM Trains Ltd. at Bletchley and Tyseley. Market testing demonstrated that the tier 1 suppliers (the larger multinational contractors) were not interested in these opportunities at the time (November 2025), however, tier 2 and tier 3 suppliers (mid-size contractors) were more attracted to these contract opportunities and were highly supportive of the PCSA approach. Any engagement was conducted in a manner designed to avoid unfair advantage and to avoid distortion of competition in accordance with the Procurement Act 2023, s. 16(3).
