Summary of the contracting process

NHS Wales Shared Services Partnership established an all-Wales framework for insourcing and outsourcing clinical, surgical and diagnostic procedures. It gives Welsh Health Boards access to additional clinical capacity to support planned care recovery and reduce waiting times. The work covers surgical hospital services, together with clinical and diagnostic activity, delivered across Wales. The framework is managed on behalf of the Health Boards by NHS Wales Shared Services Partnership. Its scope and appointed providers were unchanged by the modification. This is a health services opportunity for organisations able to provide elective clinical capacity, surgical services, diagnostic procedures or associated healthcare delivery at scale across multiple Welsh Health Boards.

The framework has been awarded and formally modified under the Provider Selection Regime Wales. The contract was signed on 14 July 2026 and runs from 1 April 2023 to 31 March 2027, with an option to extend by up to four further 12-month periods. The estimated maximum lifetime value was increased by 25%, from GBP200 million to GBP250 million, because usage exceeded forecasts; the scope and suppliers did not change. The active framework has a large appointed supplier panel, including BPAS, Alliance Medical, Circle Health Group, Nuffield Health, Spire Healthcare, InHealth, Care UK Clinical Services and numerous specialist providers. If extended, annual refreshes require full bids by 30 November 2026, 2027, 2028 and 2029, with appointments on 1 April 2027, 2028, 2029 and 2030 respectively.

This procurement demonstrates sustained NHS Wales demand for outsourced and insourced elective capacity, including surgery, diagnostics, imaging, ophthalmology, endoscopy, vascular care, workforce supply and related clinical services. The appointed panel combines large healthcare groups, hospitals, specialist clinics, diagnostic businesses, clinical service providers and smaller specialist suppliers, showing that both substantial delivery infrastructure and focused clinical expertise can be relevant. A credible competitor would need the clinical governance, qualified personnel, facilities, equipment, operational management and capacity to deliver safely for Welsh Health Boards. Suppliers must also address social value through the Well-being of Future Generations Act, the foundational economy and carbon footprint requirements. Organisations able to evidence reliable patient pathways, measurable outcomes, workforce resilience and scalable delivery across Wales are well placed for this requirement.
