Summary of the contracting process

Natural England, with the Department for Environment, Food and Rural Affairs, intends to commission environmental services to collate high-level, evidence-based conservation measures for targeted nutrient neutrality catchments. The work will support Environmental Delivery Plans under the Nature Restoration Fund, which aims to address environmental impacts from development and deliver durable, landscape-scale ecological improvement. The six catchments are the River Lugg, River Axe, River Eden, River Itchen, Stodmarsh, and the Somerset Levels and Moors. The anticipated outputs are a high-level list of suitable conservation measures for each catchment and a simple opportunity map bringing those measures together. The procurement is expected to cover activity across these named catchments in England.

This procurement is at the planning stage: Natural England has expressed an intention to procure, but has not yet invited tenders. The anticipated procedure is one open tender divided into six separate lots, one for each catchment, with suppliers able to bid for one or multiple lots. A supplier-interest webinar is scheduled for 6 August 2026, from 15:30 to 16:30, to gauge interest and discuss the commission. Registration requests are expected by 17:00 on 4 August 2026. The planned contract period is 9 October to 30 November 2026, and a scheduled planning milestone falls on 30 November 2026. The published estimated value is £0, including gross value, in GBP.

The commission is likely to suit environmental consultancies, conservation organisations and specialist land-use or ecological advisers able to assemble and assess evidence on conservation measures within nutrient-enriched catchments. Relevant suppliers should be capable of translating ecological evidence into practical, high-level measures that can inform strategic environmental planning, and of presenting those measures clearly in a simple opportunity map. Experience of landscape-scale conservation, nutrient neutrality, protected sites, habitat restoration or Environmental Delivery Plans would be well aligned with the stated purpose. The opportunity is explicitly identified as suitable for small and medium-sized enterprises and voluntary, community and social enterprises. Suppliers should prepare for a lot-based competition, with the flexibility to pursue one catchment or several when the tender reaches the market.

SUPPLIER INTEREST WEBINAR: Collation of High-Level Conservation Measures for Targeted Nutrient Neutrality Sites DATE: Thursday 06 August 2026 TIME: 15:30 -16:30 Suppliers are invited to attend a webinar to gauge interest in a commission to help establish a high-level evidence base for potential, in-perpetuity conservation measures for the benefit of the following catchments affected by nutrient enrichment: • River Lugg SAC • River Axe SAC • River Eden SAC • River Itchen SAC • Stodmarsh SAC/SPA/Ramsar • Somerset Levels and Moors Ramsar. The work is intended to inform the development of Environmental Delivery Plans (EDPs) under The Nature Restoration Fund (NRF). The NRF is intended to support strategic, large-scale action to address environmental impacts arising from development, including nutrient enrichment affecting protected sites. Within nutrient neutrality catchments the NRF provides an opportunity to identify and prioritise durable, landscape-scale conservation measures that deliver long-term ecological improvement and help restore the integrity and resilience of internationally important habitats and species. Indicative Format of tender This commission is expected to take the form of a single open tender made up of six separate lots relating to each catchment. Suppliers can bid for just one lot, or multiple lots if they wish.
