Public Services Delivery Scotland, working with Screening Oversight and Assurance Scotland, is exploring service models for a national Targeted Lung Cancer Screening programme in Scotland. The proposed initial phase would serve current and former smokers aged 55 to 74, in line with the UK National Screening Committee recommendation. The service model may cover the complete screening pathway: inviting and recalling patients, risk assessment, smoking-cessation support, CT scanning, CT scan reporting and issuing results. This is a health services requirement, with delivery across Scotland. The intended outcome is an integrated patient pathway for a national programme, rather than a single standalone clinical service. Providers may propose solutions for individual pathway stages or for a wider service model.

This procurement is at the planning stage and is currently market engagement, not a call for competition. Public Services Delivery Scotland expects to hold a virtual market-engagement event, with dates to be confirmed, comprising a project presentation, an open question session and optional 20-minute one-to-one discussions. Providers wishing to participate were asked to express interest by 7 August 2026, including proposed attendees, the pathway area they could address and examples of similar services delivered elsewhere. A formal procurement or contract award may follow, but is not guaranteed. The buyer’s indicative date for a future notice is 1 March 2028. The planned procurement is a single service model or patient-pathway requirement, with no contract value published.

This engagement should suit healthcare providers, screening organisations, diagnostic imaging businesses and specialist partners able to design or deliver services within a national lung-screening pathway. Relevant capabilities include patient call-and-recall, lung-cancer risk assessment, smoking-cessation provision, CT scanning, specialist CT reporting, communicating results and coordinating the patient journey. Providers with experience integrating several of these functions may be well placed to discuss an end-to-end model, while organisations focused on one pathway stage can present a targeted solution. The buyer is specifically seeking information on available delivery options and asks interested organisations to describe similar services delivered in other geographies.
