Summary of the contracting process

Carmarthenshire County Council is buying domiciliary care services through a framework to support adults living in the community to remain safe and independent at home. Services are divided into four broad areas across Carmarthenshire: community intake and support, including support for older and physically disabled people and people with dementia or cognitive impairment; complex care for people with physical health needs, advanced dementia or complex behaviours; replacement care for a carer at home; and short-term community care assessments. Some services are organised into geographical areas, including Llanelli, Amman and Gwendraeth. The framework also covers the Towy Valley and Teifi Valley areas. This is health and social care work delivered in Carmarthenshire for the Council, with Hywel Dda University Health Board also named as a potential framework user.

The Council invited offers through an open procedure. The procurement reached tender, and the deadline for clarification questions was 8 October 2026 at 14:00; bids were due by 14 October 2026 at 14:00. The framework is planned to run from 10 January 2027 to 9 January 2031, with an option to extend by up to two years, and an overall estimated value of £90 million excluding VAT (£108 million including VAT). It is divided into four service lots, each split across geographical areas. The evaluation is quality-only for community intake and support, replacement care and assessment services; complex care is scored 70% on quality and 30% on price. Framework places are allocated by lot and area, with a five-area award cap for each supplier in Lot 1 and no such cap for Lots 2–4. Lot 4 awards depend on internal approval.

The opportunity suits providers already able to deliver domiciliary and community-based care across one or more of the specified local areas. Relevant capabilities include short-term intake and pathways into longer-term care, support for older and physically disabled adults, dementia and cognitive impairment services, complex health and behavioural needs, and replacement care delivered in planned weekly blocks. Providers seeking complex-care work should be able to handle frequent visits, including double-handed calls, and compete on both service quality and hourly or visit pricing. Assessment providers need to deliver short-term care assessments. The lot structure allows small and medium-sized businesses and voluntary, community and social enterprises to participate. Suppliers should be prepared to answer technical questions and work within the Council’s framework pricing and allocation arrangements; placements are ranked, and work is offered in that order. Framework admission does not guarantee a volume of call-off work.

Notice Description

Carmarthenshire County Council is establishing a Framework for the delivery of domiciliary support services, including community intake, community support, complex care, replacement care services for adults living in the community and community assessment service. The framework is intended to ensure the provision of high-quality, person-centred care that enables individuals to remain independent and safe at home. The Authority may, in accordance with the flexibility afforded under the Light Touch Regime (Section 9, PA23), undertake a refresh of this Framework at one or more intervals during the Framework Term. The Authority will publish a Tender Notice for each refresh event, clearly setting out the requirements, evaluation methodology and timeline. Suppliers admitted through the refresh shall be appointed on the same substantive terms as existing Framework Suppliers. The refresh may include, but shall not be limited to, varying the number, scope, extent and description of the Lots, Services and/or Pricing (as the case may be), together with the appointment of additional (new) Suppliers onto the Framework Agreement to maintain market access and continuity of service.
