This contract is for the delivery of prison catering services at HMP Birmingham, HMP Bullingdon, HMP Erlestoke and HMP Wymott. The services comprise the provision and management of catering operations within custodial establishments, including the preparation and provision of meals for prisoners and, where required, staff and visitors. The scope of services includes menu planning, food procurement and supply chain management, dietary and nutritional management, kitchen operations, stock management, food safety and hygiene compliance, and the management of catering facilities and associated support services. The contract also includes the provision of prisoner employment, training and skills development opportunities within catering operations, supporting rehabilitation objectives and the development of transferable workplace skills. The services are integrated with prison operational regimes and security requirements and are essential to the safe, secure and effective operation of the establishments. The modification provides for the continued delivery of these services to ensure uninterrupted service provision whilst the Ministry of Justice Property Transformation Programme completes the development, procurement and mobilisation of a future delivery model that will replace the existing arrangements. Given the temporary nature of the extension and the subsequent transition to the future delivery model, this would result in significant duplication of mobilisation and transition costs, operational disruption and increased risk to service continuity. In addition, the need for the modification has arisen from the timing, complexity and interdependencies associated with the Property Transformation Programme and the requirement to maintain uninterrupted catering services until replacement arrangements have been fully procured, mobilised and implemented. The extension is required to bridge the period between expiry of the current contract and commencement of the future delivery model. Any interruption to catering services would create unacceptable risks to prison safety, security, decency, prisoner welfare and operational stability. The Ministry of Justice has therefore concluded that continuation of services by the incumbent supplier is necessary, proportionate and in the public interest. The modification does not alter the overall nature of the contract and relates solely to the continued provision of the existing prison catering services during the transition period."
