Summary of the contracting process

Leigh Academies Trust is procuring school cleaning services across 31 academies at 35 sites in Kent, Medway and South East London. The scope covers core term-time cleaning, periodic deep cleaning and additional cleaning services that individual schools may call off as required. The contractor will provide a managed, productive service and build effective working relationships with academy staff and management. Three geographical lots are available: East Kent, covering eight primary, four secondary and two special educational needs sites; North Kent/London, covering four primary and seven secondary sites; and Mid Kent, covering four primary, four secondary, one special educational needs and one nursery site. Suppliers may express interest in any combination of the three lots. The buyer is Leigh Academies Trust, supported by RIVA Partnership Ltd.

The procurement has reached tender: the buyer invited offers through a two-stage Competitive Flexible Procedure. Stage one is a Procurement Specific Questionnaire, including a company credit check; candidates must achieve at least 60%, with between five and ten progressing to stage two, the Invitation to Tender. Expressions of interest and enquiries were due by 28 August 2026 at 12:00 noon. The contract runs from 1 August 2027 to 31 July 2030, with an option to extend by up to two years to 31 July 2032. The maximum estimated value is £24,345,665 excluding VAT, or £29,214,798 including VAT. Lot values are £7,465,375, £9,861,710 and £7,018,580 excluding VAT respectively. Evaluation is 60% quality and 40% price, with award expected by 25 March 2027.

This opportunity suits established commercial cleaning contractors able to deliver consistently across multiple primary, secondary, special educational needs and nursery academies. Applicants must have achieved annual turnover of at least £5 million for each lot pursued, so suppliers bidding for several lots need the corresponding financial scale. Employers’ liability and public liability insurance of at least £10 million is required. The contract requires sufficient operational capacity for high productivity, term-time and deep-cleaning activity, additional services and tightly managed delivery across a geographically distributed estate. Strong workforce management is important: the contractor must support, encourage and develop cleaning staff and build an academy-level relationship. Suppliers should be able to manage incumbent staff transferring under the Local Government Pension Scheme, work in partnership with schools, and propose practical improvements to cleaning services. Small and medium-sized enterprises and voluntary, community or social enterprises are identified as suitable for each lot.

The contract offers an excellent opportunity to review and propose enhancements to the current cleaning services at the academies. This includes both core term time cleaning and periodic deep cleaning throughout the year. LAT is keen to secure a high quality cleaning service whereby students at their academies are able to enjoy excellence in education, supported by excellently kept facilities. LAT expects high levels of productivity to be delivered by the cleaning staff at all times, plus a tightly managed service that is delivered via a management style that supports, encourages and develops the cleaning staff. The academies are keen for a body of cleaning staff that feels 'part of the academy' where the contractor is tasked with developing this academy level relationship at both staff and management level. Each academy will work to a baseline specification. Bidding contractors will then be asked to cost a suite of 'additional extra' cleaning items which each school can then choose whether to add to their specification or 'call off' on and as needed basis. LAT is not obliged to accept the lowest price submitted for this tender, rather they are keen to secure best value from this contract and to deliver best value to its academies and students. Innovative and creative ideas as to how the cleaning services can be developed and improved, will be welcomed. LAT seeks a contractor that is keen to work in partnership and who will deliver to its highest abilities, at all times. Competitive Flexible Procedure This procurement will be run under the Competitive Flexible Procedure. This will follow a two stage approach, with stage 1 being the Procurement Specific Questionnaire (PSQ). This will include a credit check on your company. At the conclusion of stage 1, a minimum of 5 candidates (or less, in the event less than 5 meet the minimum criteria) and a maximum of 10 candidates, will progress to stage 2. Selection of tenderers from stage 1 will be based solely on the criteria set out for the procurement and a minimum score of 60% must be achieved. Selected tenderers will then be invited to stage 2, the Invitation To Tender (ITT). Here, the evaluation of tender response will be set as 40% price and 60% quality. Value of contract: The annual value of the current contract is Lot 1 annual cost - PS1,493,075 (PS7,465,375 over 5 years) Lot 2 annual cost - PS1,972,342 (PS9.861.710 over 5 years) Lot 3 annual cost - PS1,403,716 (PS7,018,580 over 5 years) Therefore the value of this contract for all Lots over the maximum 5 year contract period is PS24,345,665 The contract shall be a 'fixed price contract' with invoices raised monthly to the Trust.
