Summary of the contracting process

Hampshire County Council is commissioning specialist care support services for children and young people with disabilities. The service supports children with severe learning or physical disabilities, autistic spectrum conditions, behaviour that challenges, and complex physical or mental health needs. It forms part of the Council’s Children’s Services continuum and provides Tier 4 support following social care assessment and identification of an eligible need. Care is delivered as part of a personalised package linked to outcomes in an agreed Care Plan, rather than as conventional domiciliary care alone. The delivery area covers Hampshire, including the county’s central, northern and southern areas. The procurement category is health and social work services (CPV 85000000).

The procurement is complete and was awarded through a competitive selective procedure under a framework. It has one completed lot. Fourteen suppliers were each awarded a separate Standard Support call-off: Whispers Care Solutions, Global Healthcare Solutions, JJR Care, Request Services, Appletree Support, Third Hand Healthcare, Redjacket Specialist Care, P&M Homecare trading as Bluebird Care North Hampshire & West Berkshire, Relief Care Agency, The Rose Road Association, Acerta24, Newcross Healthcare Solutions, Kope-Medics and Belrose trading as Bluebird Care Winchester, Eastleigh & Romsey. Each award is £250,000 in GBP. Awards were made on 15 July 2026. Each contract runs from 1 September 2026 to 30 August 2030, with two possible two-year extensions, each valued at £10,750,000 ex VAT. Signature was scheduled for 17 August 2026.

This award demonstrates sustained demand from Hampshire County Council for specialist, outcome-focused support for disabled children and young people. Suppliers well placed for comparable work will understand complex learning, physical, behavioural, autistic-spectrum and mental-health needs, and will be able to work within social care assessments, Disabled Children’s Team requirements and individual Care Plans. The service favours personalised approaches that develop staff skills and improve the experience of service users, rather than relying solely on standard domiciliary-care models. The awarded supplier group includes both SMEs and larger organisations, showing that credible providers can operate at different organisational scales. Relevant strengths include reliable care delivery across Hampshire, appropriately skilled staff and the ability to support children with multiple or high needs.

Notice Title

Care Support Services for Children with a Disability - CS26605A Standard Support

Notice Description

Hampshire County Council Children's Services commissions care support for children and young people with disabilities. The children and young people requiring care support services will include those with severe disabilities such as learning disabilities, physical disabilities, autistic spectrum conditions, behaviour that challenges and complex physical or mental health needs. The Services are part of a holistic support package for the child / young person that meets identified outcomes as part of a Care Plan as agreed by the Council's County Allocation Panel. This Service is part of Hampshire County Council's Children's Services Department's continuum of services which support children and young people with disabilities. Care support is a Tier 4 specialist service, which can be offered to a family following a social care assessment where the Disabled Children's Team criteria has been met and/or an unmet social care need has been identified. This Service aims to facilitate the development of the market to deliver services in new and more personalised ways rather than the conventional delivery of domiciliary care which in turn will enhance the skills of staff, potentially offering greater job satisfaction, in delivering the Service and improving the experience of the Service User. This ITT relates to call off procedures for Care Support Services for Children with a Disability listed below. Suppliers will be advised that if they have enrolled onto the framework they will need to attach to the one of the following Call Offs and complete the call off stage documentation: The four call offs and the maximum contract value for the total spend against the four are; CS26605A - Standard Support - PS6,000,000 CS26605B - Enhanced Support - PS10,000,000 CS26605C - Complex Support - Behavioural Needs PS14,500,000 CS26605D - Complex Support - Health Needs PS10,000,000 Suppliers only need to apply for the call offs that they are qualified to and wish to deliver. If a child has multiple needs, placements will be made against the call off with the highest need as set out in the table in Appendix 2 of the specification. Suppliers should pay careful attention to the documents in this ITT as some are required for all call offs and some are specific to each opportunity. All documents should be clearly marked. Suppliers who successfully apply for multiple call offs will receive a separate contract for each call off. The opportunities will be open for new entrants that meet the criteria across the life of the contract. However, the Council reserves the right to temporarily pause one or more call offs for new applications at any point. If a supplier applies and fails on three separate occasions the Council may apply a 6 month period before the supplier can apply again. The Council will evaluate at least once every two months, but reserves the right to evaluate more frequently initially or in busy periods.
