Summary of the contracting process

Havebury Homes is procuring the design and construction of a residential development at College Heath Road, Mildenhall. The scheme will provide 40 affordable homes on a brownfield site formerly occupied by council offices. The works include all associated infrastructure, roads, drainage, utility connections, landscaping, external works and statutory approvals. The contractor will complete and coordinate the design, demolish the remaining dwelling, clear the site and manage existing hardstanding, foundations, spoil and service constraints. Responsibilities also cover planning condition discharge, Building Regulations compliance, NHBC Social Housing Warranty requirements, highway and drainage adoption, testing, commissioning, certification, handover and defects management. The work is classified as construction of multi-dwelling buildings and individual houses and will be delivered in Mildenhall.

The process has reached tender: the buyer invited offers through a two-stage competitive flexible procedure. Stage 1 used a pre-selection questionnaire assessing exclusion grounds, financial standing and technical and professional capability; up to six highest-scoring tenderers meeting the 50% threshold progressed to Stage 2, the invitation to tender. Final tenders are evaluated as the Most Advantageous Tender, weighted 40% quality and 60% price, with a minimum quality score of 20 out of 40. The gross estimated value is £11,400,000 including VAT. Tenders were due by 2 November 2026 at 12:00 UTC, with award decisions scheduled by 5 January 2027 at 23:59:59. The contract period is 15 February 2027 to 16 June 2028. Submission is through Havebury’s e-sourcing platform.

This opportunity suits established design-and-build contractors able to take single-point responsibility for design development, construction, approvals and delivery of affordable housing. Bidders need demonstrated technical and professional capability, strong project teams and resources, and experience managing brownfield conditions, demolition interfaces, utilities, highways, drainage, planning conditions, building safety, regulatory compliance, commissioning and handover. The requirement favours businesses with robust programme controls, risk management, quality assurance and defect-prevention systems, including the ability to coordinate sectional completion and customer handover. Capability in sustainability, biodiversity, social value and community engagement is also relevant. Suppliers should be able to work to JCT Design and Build 2024 terms, secure NHBC Social Housing Warranty compliance and manage competent supply chains, labour and specialist subcontractors. Financial resilience, working capital and the ability to provide performance security are important.
