Summary of the contracting process

The Department for Business & Trade intends to procure data platform development and support services for its internal Data Hub CRM and Data Workspace repository. These platforms manage relationships with organisations worldwide, record more than 200,000 interactions each year and support investment and export projects worth many billions of pounds. The work will provide additional agile development capacity alongside four existing multidisciplinary teams. The supplier will work within the existing codebase on product-roadmap missions, including export and investment support and new business-funded work. Activities will include user research, shared design, developing and testing ideas, validating business hypotheses, reviewing and creating code, and analysing performance metrics. Data products are mainly built with Django and React and run on GOV.UK PaaS using Cloud Foundry. Delivery is across the United Kingdom.

This procurement is at the planning stage: the Department has announced its intention to procure, but has not invited tenders. It expects to use a competitive, selective call-off under a framework agreement. There is one planned lot, with participation identified as suitable for SMEs. The expected contract period is 29 January 2027 to 29 January 2029, with renewal available up to 29 January 2030. The estimated value is £16 million excluding VAT and £19.2 million including VAT. The procurement is for services, is above the applicable threshold and is expected to be awarded competitively under the framework. Data Platforms are the infrastructure and tools that DBT's staff use to manage their relationships with organisations worldwide. Over 200,000 interactions are logged per year and many billions of pounds of investment/export projects are managed through Data Hub our internal CRM system and Data Workspace our in house Data repository. There are currently four in-house multidisciplinary teams working on this portfollio. However, additional capacity is needed on a Call-Off Contract basis to support business initiatives that existing teams are not in a position to validate and build. The supplier will provide an agile development team which will work within the existing codebase alongside or part of the in-house teams. Data Products are primarily written in Django and React, and currently run on GOV.UK PaaS (Cloud Foundry). The supplier will be working on missions from the product roadmap, similar to the other in-house teams. This will include known goals to help give exporting/investment support as well as new strands funded by the business. The supplier will collaborate on user research and shared design, develop new mission ideas, validate business hypotheses, review and create code, and analyse metrics.
