Summary of the contracting process

The Department for Business & Trade intends to procure digital skills and technology services to support digital projects, services and system transformations across its Digital, Data and Technology technology portfolio. The requirement covers Government Digital & Data framework roles and associated capabilities, including technical support, software programming, consultancy and computer support. Suppliers will help deliver digital outcomes aligned with the Government Technology Code of Practice and service assessment guidance, while building capability within DBT teams and supporting the delivery and completion of their objectives. Knowledge transfer between teams, including written documentation, is part of the expected deliverables. Work will be delivered across the United Kingdom and will need to follow DBT’s DDaT development standards and working processes.

This procurement is at the planning stage: DBT has announced its intention to procure but has not invited tenders. It expects to run a competitive, selective call-off under an existing framework. The planned contract has one lot and an indicative term from 1 April 2027 to 1 April 2030, with renewal possible to 1 April 2031. The estimated value is £15 million excluding VAT, or £18 million including VAT. The procurement is above the relevant threshold and is identified as suitable for small and medium-sized enterprises. Suppliers should note that the dates are indicative planning expectations, not tender deadlines. The call-off is linked to the relevant technology framework.

This will suit digital and technology consultancies, professional services firms and other suppliers able to provide Government Digital & Data framework roles across several concurrent Statements of Work. Strong candidates will have teams capable of delivering new digital projects, services and technology transformations while developing client capability and transferring knowledge through practical support and written documentation. All work requires Security Check clearance, so suppliers need appropriate cleared personnel or the ability to obtain and manage the required clearance. Experience of Government Digital Service standards, agile principles, the Government Technology Code of Practice, service assessment guidance and DDaT development processes will be important. The requirement is designed to accommodate small and medium-sized enterprises as well as larger framework suppliers.

A call-off contract is required specialising in delivering Government Digital & Data framework roles and associated capabilities to deliver digital outcomes aligned to the government technology code of practice and service assessment guidelines. The supplier will be required to support the delivery of new digital projects, services and transformations of systems/services in DBT DDaT with a focus on projects withing the technology portfolio, and build capability in teams to support with delivery and completion of goals and the upskilling of teams. The Supplier will ensure successful knowledge transfer between teams including written documentation is actioned as part of the contract deliverbales. The supplier will need to operate with multiple Statements of Work active at the same time. All projects will need to meet DBT's DDaT development standards and align to DDaT working processes. All work will require SC clearance; therefore, the supplier will be expected to work to GDS standards following the GDS agile principles.
