Summary of the contracting process

The Education Authority is seeking an Integrated Consultant Team for the Jones Memorial Primary School project in Enniskillen. The team will develop the Employer’s Brief and support the provision of special educational needs and other accommodation, including traditional building extensions, internal refurbishments and associated landscaping. The successful team must be able to procure, appoint and manage a construction contracting team on the employer’s behalf, and provide sustained project oversight across RIBA Stages 2 to 7. It is therefore suited to practices with integrated design and technical expertise, strong cost and programme management, and experience taking education or comparable building projects from design through delivery.

The Jones Memorial Primary School, Enniskillen project will consist of the provision of Special and other Accommodation. Including traditional built extensions and internal refurbishments for the purpose of providing SEN accommodation and associated landscaping, in accordance with DE handbooks and all relevant statutory Regulations. The successfully appointed Integrated Consultants Team shall undertake the procurement, appointment and management of the Contracting Team on behalf of the Employer and shall continue to manage and oversee the project through to all RIBA Stages 2-7.

The Education Authority Northern Ireland (EANI), in preparation for the procurement process for the provision of an Integrated Consultant Team (ICT) to develop the Employer’s Brief in relation to the design and delivery of the Provision of Special and Other Accommodation including provision of Special and other Accommodation, including traditional built extensions and internal refurbishments for the purpose of providing SEN accommodation and associated landscaping at Jones Memorial Primary School, Enniskillen, has prepared a Pre-Market Engagement Briefing Document (including drawing attachments) to provide suppliers with pre-tender information regarding the forthcoming project. This document may be downloaded from the CfT documents section of CfT CA Unique ID EANI-5383- Resource-6645266 via eTendersNI. Suppliers, as part of the Pre-Market Engagement process, also have the opportunity to submit queries regarding the project. This should be done via the messaging service in the above CfT on eTendersNI no later than 3pm on Monday 10th August 2026. A response to these queries shall be forwarded shortly after this date. Please note that participation or non-participation in this Pre-Market Engagement shall not prevent any supplier from participating in any potential procurement process. In addition, for the avoidance of doubt, this stage of the process is not part of a formal procurement process.
