Summary of the contracting process

The London Borough of Lewisham is procuring a Housing First floating support service for adults with additional support needs, including people with histories of rough sleeping and complex or multiple needs. The service will provide brief but intensive, person-centred support based on Housing First principles, helping individuals access and sustain settled accommodation, maintain tenancies and resolve immediate crises. Evaluation weights are 35% price, 55% quality and 10% social value. Quality-related assessment covers service delivery, project management and partnership working.

This opportunity suits small and medium-sized enterprises and voluntary, community or social enterprises with experience supporting adults facing homelessness, rough sleeping, complex needs or tenancy instability. Strong candidates will demonstrate intensive, person-centred Housing First practice, effective tenancy sustainment, crisis resolution, safeguarding, risk management and partnership working across housing and support services. The first stage requires pass/fail responses to mandatory participation questions, together with scored evidence on risk management and experience; each scored question requires at least 3 out of 5. Suppliers must provide details of up to three relevant contracts from the public or private sector, including grant-funded work. There is no minimum financial threshold, but the council will conduct CreditSafe checks and may request recent audited accounts, balance sheets and profit-and-loss information to assess financial stability.

This notice is for market engagement purposes only and does not constitute a call for competition or a commitment by the Council to commence a procurement process.
