West Northamptonshire Council is seeking a provider to design, mobilise, deliver, analyse and report on three Children and Young People’s Health and Wellbeing Survey waves. The provider will manage the surveys day to day and work with Council commissioners, Public Health and Business Intelligence colleagues, schools and other relevant partners to produce timely, actionable insight. The waves are planned for Northamptonshire, with delivery addresses also spanning the North East, North West, Yorkshire and the Humber, the East Midlands, West Midlands, East of England, London, the South East and South West. This is a research and survey services requirement (CPV 73000000), rather than a purchase of physical goods or construction work.

The council invited quotations through a below-threshold open competition. The enquiry deadline was 26 October 2026 at 12:00 UTC and the quotation submission deadline was 2 November 2026 at 12:00 UTC. The contract period runs from 25 November 2026 to 31 October 2031, with survey waves provisionally planned for 2027, 2029 and 2031. The maximum value for the full arrangement is £75,000 excluding VAT (£90,000 including VAT). There is one lot. The compliant supplier with the highest combined score is to be selected: quality carries 70% and price 30%. Quality covers experience and resources, methodology, delivery, accessibility and safeguarding, analysis and reporting, and social value; price is assessed on the total quotation for the full period.

Notice Description

WNC is seeking an experienced provider to support the design, mobilisation, delivery, analysis and reporting of three periodic Children and Young People's Health and Wellbeing Survey waves. The provider will be expected to manage the survey on a day-to-day basis and work closely with Council commissioners, Public Health colleagues, Business Intelligence colleagues, schools and other relevant system partners to meet our need for timely and actionable insight. The proposed arrangement is for three survey waves in alternate years over a five-year period, provisionally in 2027, 2029 and 2031. The proposed maximum value is PS75,000 excluding VAT across the full arrangement.
