Summary of the contracting process

University Hospitals Birmingham NHS Foundation Trust intends to procure and implement a single, modern laboratory information management system (LIMS) for the Birmingham and Solihull Pathology network. The service will support delivery of the network’s pathology strategy and provide a platform for future transformation. This is an information technology service covering LIMS software, implementation and associated support, with activity delivered across the West Midlands. The planned scope is network-wide rather than limited to one laboratory or site. Suppliers should therefore be able to address the needs of a pathology network and support a shared system across participating services. The procurement is structured as one lot, covering the complete LIMS requirement rather than separate packages for different components or locations.

This process is at the planning stage. The Trust is conducting market engagement before any tender invitation and expects to use an online Atamis portal for responses. Interested suppliers are asked to complete the BSOL LIMS PME Market Engagement Questionnaire, provide feedback on requirements and submit an indicative cost schedule by 17:00 on 8 September 2026. The buyer expects the next notice to be published on 24 September 2026. The planned procurement uses an open procedure under the stated public procurement legal basis. The market engagement is intended to inform the requirement and indicative costs; it is not itself an invitation to tender or a contract award process. No contract value or delivery duration is set out at this planning stage.

This will suit established LIMS suppliers, pathology technology specialists and implementation partners able to provide a modern system for a whole pathology network. Relevant capability is likely to include configuration and deployment of laboratory information management software, integration with existing health and pathology systems, data migration, information governance, user training, service support and ongoing system development. Suppliers should be able to demonstrate that their platform can operate consistently across multiple laboratories while supporting future service transformation. Experience of NHS or comparable healthcare pathology environments would place suppliers well to contribute useful requirement feedback. The market engagement also gives capable providers an opportunity to explain how their solution meets network-wide operational needs and to develop an indicative cost model before the formal procurement reaches the market.
