Summary of the contracting process

The current procurement process, led by SEVERN TRENT WATER LIMITED, involves establishing a Capital Design Services Framework that primarily concerns the private utility sector. The Contracting Authorities, including Hafren Dyfrdwy Cyfyngedig, aim to cover regions in England and Wales from their locations in Coventry and Wrexham. Currently in the planning stage, the process includes a preliminary market engagement with a Supplier Day planned for 29th September 2026. Key dates include the conclusion of this engagement by 9th October 2026, with the procurement process expected to advance to the publication of a UK4 notice. The procurement will align with the Procurement Act 2023 rules and has an estimated framework value of £200 million, with the contract period set to commence on 1st November 2027 and potentially extend to 31st December 2035.

The tender presents significant opportunities for business growth, particularly for enterprises skilled in engineering design and support services within the regulated water sector. Ideal candidates are those showcasing strong technical capabilities across the full spectrum of design development, from optioneering to detailed design, as well as adherence to safety and sustainability standards. The procurement emphasizes collaboration and innovation, offering competitive advantages for businesses, especially SMEs, eager to engage with the Contracting Authorities on this substantial capital investment programme. Businesses positioned to deliver solutions for water and waste treatment processes, water networks, and secondment services should find this opportunity particularly advantageous.
