Summary of the contracting process

Angus Council and the Angus Health and Social Care Partnership are procuring a flexible framework for home and community-based care and support under Self-Directed Support Option 3. Services include personal care, non-personal care, care and support, housing support and home-based respite for people in their own homes and communities across Angus. The eight service areas cover adults under 65 with learning disabilities, mental health or substance misuse needs, physical disabilities or acquired brain injuries; adults with complex learning disabilities or autism; and people aged 65 and over with frailty, mental health needs, physical disabilities or acquired brain injuries. Delivery is divided across Angus North, South, North West, North West Rural, North East, South East and South West. The primary category is health and social work services, including social work without accommodation.

The procurement has reached tender: Angus Council invited offers through an open procedure to establish a framework. The framework is due to start on 1 April 2027, initially running for four years to 31 March 2031, with options for a further three years and then two years. The tender submission deadline was 10 September 2026 at 12 noon, with electronic responses in English. The estimated maximum nine-year framework value is £248,358,000. Lot values are: Lot 1 £41,387,000; Lot 2 £37,085,000; Lot 3 £32,186,000; Lot 4 £21,047,000; Lot 5 £10,493,000; Lot 6 £28,968,000; Lot 7 £36,524,000; and Lot 8 £40,668,000. Payment is on a spot-purchase basis using a predefined pricing model, with possible consideration of block arrangements for Lot 5. Providers with the best evaluated quality scores will receive a share of each lot.

This opportunity suits established care-at-home providers able to deliver regulated support reliably in Angus, either across several service areas or within a particular locality. Suppliers should be able to support people with learning disabilities, autism and complex needs, mental health or substance misuse issues, physical disabilities, acquired brain injuries, frailty and older-age care needs. Lot 3 particularly requires well-experienced, appropriately trained and skilled staff able to manage significant challenging behaviour and complex autism. All staff and people delivering services must be suitably qualified and registered with the relevant regulatory bodies, including the Care Inspectorate requirements. Bidders must also demonstrate suitable economic and financial standing and insurance cover. Awarded providers will be expected to offer proportionate, relevant community benefits and show motivation to perform well, with delivery monitored throughout the framework.

Angus Council and the Angus Health and Social Care Partnership have reviewed their current Framework for the provision of personal care, support and care and housing support (including home-based respite services) under SDS Option 3 within the homes of supported people in Angus. This is a procurement exercise to establish a new framework, commencing 01 April 2027. This is an opportunity for providers in the Care at Home sector to tender for various Lots within the new framework. The new Framework will run for four years with options to extend for a further three years and then a further two years. The estimated values in this notice are based on the Framework running for a total of nine years

Mostly housing support, support and care but with some personal care requirements as necessary. Adults aged 16 and over who have a physical disability or acquired brain injury and who require support with personal care and/or non-personal care within their home and in the community. Adult Learning Disabilities Complex Needs (incl Adult Autism)

This relates to Adult service users aged 16 - 64 who present with significant challenging behaviour and/or complex autism. This support requires well experienced staff who are appropriately trained and skilled in managing individuals with very complex needs within their home and the community. Older People and Mental Health 65+ (Incl Adult PD) NW

Adults aged 65 and over who have age related frailty and may have diagnosed mental health issues and who require support with a variety of needs within their home and in the community. Mostly personal care, support and care but with some housing support requirements as necessary. Adults aged 65 and over who have a physical disability or acquired brain injury and who require support with personal care and/or non-personal care within their home and in the community. Adults aged 65 and over who have age related frailty and may have diagnosed mental health issues and who require support with a variety of needs within their home and in the community.
