Summary of the contracting process

The Department for Education intends to procure mathematics teacher continuing professional development covering Reception to A-level. The services will support excellent mathematics teaching and improve pupils’ access to and attainment in mathematics, including for disadvantaged learners. The scope builds on the current National Centre for Excellence in the Teaching of Mathematics and Advanced Mathematics Support Programme contracts. It includes working with Maths Hubs to improve pre-16 mathematics education, with Teaching for Mastery and curriculum change at its core; supporting AS-level, A-level, further mathematics and core mathematics qualifications; and encouraging students to continue studying mathematics in further education. The procurement is expected to comprise separate NCETM and AMSP contracts. The work is national in focus, supporting schools, teachers, leaders and pupils across England.

This procurement is at the planning stage: the Department for Education has stated its intention to procure, but this process does not invite tenders. The estimated total value is £37.6 million excluding VAT, or £45.12 million including VAT, covering both planned contracts. Each contract is expected to run for an initial three years, with an option to extend by up to two further 12-month periods. The planned contract period is 1 April 2027 to 31 August 2030, with a possible maximum end date of 31 August 2032. Transition periods are planned for NCETM from 1 April to 31 August 2027 and AMSP from 1 April to 31 July 2027. A virtual market engagement event is planned for 12 August 2026 at 4pm, with registration and expressions of interest required through Jaggaer.

The work will suit organisations with substantial expertise in mathematics education, teacher professional development and national school improvement. Relevant providers are likely to need the capacity to design and deliver sustained support across the full age range from Reception to A-level, working with schools, teachers, leaders and Maths Hubs. Experience of Teaching for Mastery, pre-16 curriculum development, AS-level, A-level, further mathematics and core mathematics would be directly relevant. The buyer is looking for approaches that improve teaching practice, raise attainment and widen participation in mathematics, including support for disadvantaged pupils and progression into further education. Providers able to manage separate but connected national programmes, support qualification changes and deliver a planned transition from existing contracts should prepare for the future competition.

The Department for Education is the lead department for the Government's mission to break down the barriers to opportunity. In practice, this means breaking the link between young people's background and their chance of success. Every child and young person, regardless of their background, must be able to achieve at school to develop the knowledge and skills they need for life. That means improving attainment across the board, particularly for disadvantaged children by driving up school standards and support with excellent teachers and leaders who develop and adopt best practice. The aim of our Mathematics programs is that every student, no matter what challenges they face, should have access to an excellent mathematics education that prepares them for life in the modern world. This procurement opportunity will build on the work of the current contracts National Centre for Excellence in the Teaching of Mathematics (NCETM) and the Advanced Mathematics Support Programme (AMSP) which include: * working in partnership with Maths Hubs to support improvements in pre-16 mathematics education with Teaching for Mastery (TfM) at its core and with changes to the new curriculum, * delivering support for AS/A level maths, further maths and core maths qualifications, * supporting students to choose mathematics study in Further Education. The procurement will comprise two separate contracts: NCETM and AMSP. The estimated value stated in this notice covers both contracts. Each contract will have an initial term of three years, with the option to extend for up to two additional periods of 12 months each. A transition period will apply: NCETM - 01/04/2027 to 31/08/2027; AMSP - 01/04/2027 - 31/07/2027.

Planning Information

The market engagement event will be held virtually via Microsoft Teams on 12 August 2026 at 4:00 pm. To participate, potential bidders must register on Jaggaer (or access their existing account) and express an interest in SSQ_820. Once an expression of interest has been submitted, further information will be provided, including joining instructions for the event. Suppliers will also have the opportunity to ask questions relating to the event and the subsequent procurement.
