The Ministry of Justice, through HM Prison and Probation Service, is exploring point-of-care urine drug testing solutions for use across custodial settings. The intended purpose is to detect substances and support public protection, rehabilitation, recovery and effective risk management within prisons and other custodial environments. The buyer is seeking to understand the market’s available solutions, including the substances that can be detected, testing flexibility, operational suitability and support needed for implementation. This is a goods requirement, with the work and supply activity intended for custodial settings operated by HM Prison and Probation Service across the relevant service estate.

This procurement is at the planning stage and is currently a market engagement exercise, rather than an invitation to tender. The Ministry of Justice expects a future notice on 11 January 2027. The buyer has set an indicative contract period from 22 March 2027 to 16 July 2030, with a possible extension to 16 July 2032. The estimated value is £950,000 excluding VAT, or £1,140,000 including VAT. The requirement is above the relevant threshold and is structured as one lot. The lot is planned to allow renewal. Suppliers wishing to inform the emerging requirement are asked to complete the buyer’s questionnaire by 10 September 2026 at 23:59. No commitment has been made to proceed with a procurement exercise.

This engagement will suit suppliers of point-of-care urine drug testing equipment, test kits, diagnostic solutions and related implementation support. Businesses should be able to explain which substances their tests detect, the range of testing options available and how their solutions perform in custodial operating environments. Relevant preparation should cover day-to-day operational use, deployment across prisons, implementation support and the practical requirements for staff using the testing service. The buyer is also seeking information on available products and services, so manufacturers, specialist distributors, technology providers and suppliers able to provide a combined product-and-support model may be well placed to contribute. Small and medium-sized enterprises are identified as suitable for the requirement, and market engagement is the current route to inform future decisions.
