Summary of the contracting process

Bristol City Council is seeking a specialist contractor to maintain its trees and woodland across Bristol. The service includes planned and reactive tree inspections and operations: pruning, crown management, pollarding, felling, stump treatment and removal of epicormic growth. It also covers planting and aftercare of new trees, plus the maintenance of young and mature trees. The work is intended to protect public safety and the Council’s tree assets, support biodiversity, maintain highways and public spaces, and manage the city’s urban forest and woodland sustainably. This is an arboriculture and forestry service contract, covering the Council’s tree stock and woodland assets throughout Bristol.

The Council invited offers through an open procedure. The procurement is at tender stage. Suppliers could submit questions until 20 November 2026 at 23:59, and bids were due by 27 November 2026 at 12:00. The contract is scheduled to run from 1 April 2027 to 31 March 2032, with a possible extension to 31 March 2034. The estimated value is £5,616,000 excluding VAT (£6,739,200 including VAT). There is one lot. Evaluation is weighted 60% on price and 40% on quality and social value; quality accounts for 23% and social value for 17%. The planned award decision date is 21 December 2026.

This opportunity suits specialist arboricultural contractors able to deliver a broad programme of both planned and responsive tree and woodland work across a city-wide public estate. Suppliers need capability spanning inspection, pruning, crown management, pollarding, felling, stump treatment and epicormic growth removal, as well as tree planting, establishment and aftercare. Experience maintaining both young and mature tree populations is relevant. The work combines operational tree care with public safety, highways and public-space requirements, and the protection of biodiversity and ecological value. Contractors should be equipped to manage a substantial, long-term service across varied urban and woodland assets and to carry out work in line with relevant arboricultural standards and legislation. The Council also assesses social value alongside service quality and price.

Planning Information

Bristol City Council is seeking to gain insight into the practicality, capacity, feasibility, and deliverability of a potential contract for the provision of arboricultural tree maintenance services. To support this, the Council is inviting suppliers to participate in a soft market testing exercise to help refine the specification for this commission and to express an interest in bidding for this contract. Information gathered through this process will help inform the development of a future Arboricultural Maintenance of Trees contract, should the Council decide to proceed with procurement.
