Summary of the contracting process

Wiltshire Council is commissioning an integrated sexual health service for Wiltshire, covering health and social care services. The requirement is divided into three complementary areas. The specialist sexual and reproductive health service provides open-access, all-age care, including STI testing and treatment, contraception, HIV prevention and management pathways, psychosexual support, clinical leadership and a hub-and-spoke model across the county. The digital service provides online triage and self-assessment, self-sampling kits, results, remote prescribing, partner notification, condom provision and PrEP pathways. The community outreach and prevention service focuses on targeted outreach, communications, campaigns, workforce training, condom distribution, sexual health literacy and reducing inequalities and access barriers. All three lots are delivered in Wiltshire and must operate as a cohesive system.

The process has reached tender: Wiltshire Council invited offers through an open procedure, using an accelerated process for a light-touch contract under the Health Care Services (Provider Selection Regime) Regulations 2023. Enquiries had to be submitted by 12:00pm on 7 August 2026, and tenders had to be returned electronically through the Proactis portal by 12:00pm on 21 August 2026. The award decision was due by 6 October 2026. Each lot has a contract period from 1 April 2027 to 31 March 2034, with a possible three-year extension to 31 March 2037. The estimated gross values are £16,180,160 for Lot 1, £4,500,000 for Lot 2 and £3,000,000 for Lot 3. Quality carries 70% and price 30% for each lot.

This opportunity suits established sexual and reproductive health providers able to deliver confidential, open-access clinical services across a county-wide hub-and-spoke model, including complex STI treatment, contraception, HIV prevention, PrEP and PEP, psychosexual support and clinical leadership. It also suits digital health organisations with secure online triage, self-assessment, remote prescribing, self-sampling, results management and partner-notification capability. Community, public health and voluntary-sector organisations may be well placed for the prevention lot if they can reach priority populations, run communications and campaigns, distribute condoms, train the workforce and build system capacity. Providers should be able to support rural residents and people facing stigma or access barriers. Lot providers may be separate, but must work together as one integrated service.

Notice Description

Wiltshire Council plans to commission a comprehensive open-access sexual health services, including sexually transmitted infection (STI) testing and treatment, partner notification, most contraception services, HIV (human immunodeficiency virus) testing and a range of prevention and outreach activity. Lot 1, Lot 2 and Lot 3 collectively constitute the Wiltshire Integrated Sexual Health Service (WISHS) so Wiltshire Council is seeking qualified Service Providers to deliver a comprehensive Integrated service under distinct specifications. This procurement process is being managed by the Council in accordance with the Health Care Services (Provider Selection Regime) Regulations 2023. The contract for this project will be awarded via the Competitive Process, subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award.
