Summary of the contracting process

Leidos Supply Limited intends to procure the supply of hand tools for the UK Ministry of Defence logistics commodities and services transformation. The requirement sits within Team Leidos’ wider role in procuring and managing inventory, including commodity items, storage and distribution services, on behalf of the Ministry of Defence. The goods are to be delivered in the United Kingdom. TVS Supply Chain Solutions Limited will conduct various parts of the evaluation, while Leidos Supply Limited is the buying organisation. This is a goods requirement, classified under CPV 44511000 for hand tools. The planned arrangement is a single requirement rather than a set of separately described lots, and is intended to support continuing defence logistics operations.

This procurement is at the planning stage: the buyer has declared an intention to procure and has not yet issued an invitation to tender. The planned agreement is expected to have a value of £2,000,000 excluding VAT, or £2,400,000 including VAT. The buyer expects the contract period to run from 15 July 2032 to 15 July 2036. A further notice is currently expected on 1 February 2028. Team Leidos intends to publish a Preliminary Market Engagement Notice nearer the tender launch, so suppliers can help develop the requirement and sourcing strategy. The procurement is planned under the Public Procurement Regulations. Suppliers are asked not to contact Team Leidos about this notice at this stage.

This will suit manufacturers, wholesalers and specialist distributors able to supply hand tools for a substantial, multi-year defence logistics requirement in the United Kingdom. Businesses should prepare evidence of reliable product sourcing, stock availability, quality control and the ability to fulfil orders through established distribution arrangements. Suppliers with experience serving public sector, defence, industrial or other operational customers may be well placed to demonstrate dependable delivery and inventory management. The requirement is identified as suitable for small and medium-sized enterprises, so smaller suppliers may be able to participate directly or through a supply-chain role. No specific accreditation, security clearance or technical standard is identified at this planning stage; the forthcoming market engagement should clarify the detailed specification and sourcing approach.
