Summary of the contracting process

Leidos Supply Limited intends to procure de-icing products for the UK Ministry of Defence’s logistics commodities and services transformation programme. The requirement covers the supply of de-icing agents, classified under CPV 24951310, for delivery across the United Kingdom. Leidos is responsible for the wider procurement and inventory management of commodity items, alongside storage and distribution services, under its Ministry of Defence prime contract. TVS Supply Chain Solutions Limited will conduct parts of the evaluation. This is a goods requirement supporting the continued provision of defence logistics services and the department’s objective of securing value for money. Suppliers operating in the manufacture, wholesale, distribution or supply of de-icing products may therefore find the scope relevant, particularly where they can serve UK-wide requirements.

This procurement is at the planning stage: the buyer has stated an intention to run a future competition, but this notice is not an invitation to tender. The planned contract is expected to run from 9 June 2031 to 11 June 2035. The estimated value is £2,000,000 to £5,000,000 excluding VAT, or £2,400,000 to £5,400,000 including VAT. One planned lot is identified and is marked as suitable for small and medium-sized enterprises. The buyer expects to publish a Preliminary Market Engagement Notice closer to the tender launch, to help suppliers contribute to development of the requirement and sourcing strategy. The next notice is expected on 11 February 2027. Suppliers are not asked to contact Team Leidos at this stage.

Notice Description

Team Leidos are proud to be delivering the logistics commodities and services transformation (LCS(T)) Delivery partner contracts (LCS (T)/0001 dated 16.4.2015) on behalf of the UK Ministry of Defence (the 'Prime Contract'). Delivery of other parts of the LCS(T) contract are delivered by Leidos Europe Ltd (LEL) and other partners (together 'Team Leidos'). This requirement is subject to the Public Procurement Regulations and respective advertising action. In April 2015, the MOD signed a thirteen year contract with Leidos Europe Ltd to provide the procurement and inventory management of commodity items (as well as the storage and distribution services), that were historically provided in-house by the Logistic Commodities and Services Operating Centre. Leidos, working with the MOD, will transform the way these services are delivered to ensure requirements continue to be met whilst providing best value for money for the department. The organisation delivering these services is known as Team Leidos. There is an intention to run a procurement in the future for The Supply of De-icing Products.The agreement has an estimated value between ex. VAT. PS2,000,000 - PS5,000,000 inc. VAT PS2,400,000 - PS5,400,000 Team Leidos will issue a Preliminary Market Engagement Notice (PMEN) closer to the tender launch to enable Suppliers to support the development of the requirment of the sorucing strategy. Suppliers do not need to contact Team Leidos at this time regarding this notice.
