Summary of the contracting process

Manchester City Council is procuring commercial property services for the Royal Mills Commercial Estate in Manchester. The estate includes Royal Mill, Paragon Mill, Old and New Sedgwick Mills, Fairbairn Building, Nuovo A and Nuovo B, including the Royal Mill Business Centre. The requirement covers commercial properties only and is divided into three service areas: comprehensive property and facilities management; commercial lettings and real estate agency services; and lease consultancy, including lease renewals, open-market rent reviews and break options. The work is intended to protect and improve property value, occupancy, rental income, asset performance and commercial outcomes. The three services correspond to non-residential property services, real estate services and non-residential property leasing services.

The procurement has reached tender: the Council invited suppliers to submit offers through a selective competitive flexible procedure. It begins with an Invitation to Participate and Procurement Specific Questionnaire, followed by shortlisting of up to four applicants per lot, dialogue and an Invitation to Tender with a final revised tender. The enquiry deadline was 18 August 2026 at 17:00 and the request-to-participate deadline was 4 September 2026 at 11:00. The estimated total value is £420,000 including VAT (£350,000 excluding VAT), comprising £300,000 for property management and £60,000 for each other lot. Each contract is scheduled for 1 February 2027 to 31 January 2030, with one possible 24-month extension to 31 January 2032. Award is expected by 16 November 2026.

This opportunity suits established commercial property businesses, managing agents, real estate agencies and lease advisory practices, including suppliers able to bid for one, two or all three service areas. Property management bidders need capability across property records, inspections, operational and financial management, compliance, tenant engagement, asset management, facilities services, key performance indicators, place-making and digital improvement. Lettings bidders need commercial agency expertise to secure occupancy and strong leasing outcomes. Lease consultancy bidders need experience of lease renewals, open-market rent reviews and break options. Applicants must demonstrate relevant experience through comparable contract examples, financial resilience, appropriate insurance and effective health and safety arrangements. The Council will also assess organisation, social value, fair work, environmental and zero-carbon approaches, with quality weighted at 40%, social value at 20%, environmental performance at 10% and price at 30%.

Manchester City Council ('the Council') is looking to procure contracts for Royal Mills Commercial Estate. This requirement is split into 3no. Lots: (1) Property Management, (2) Lettings (Real Estate Agency Services) and (3) Lease Consultancy. Royal Mills Commercial Estate comprising of Royal Mill, Paragon Mill, Old & New Sedgwick Mills, Fairbairn Building, Nuovo A & Nuovo B was purchased by Manchester City Council in 2017 as part of the wider Ancoats Estate acquisition from Homes England. In 2019, a further acquisition was made by the Council of the remaining commercial long leasehold within Old & New Sedgwick, namely the Courtyard aka the Business Centre. Lease structure: - Freehold: MCC - Headlease (999 years): RM Developments Ltd - Commercial Lease (998 years): MCC - Royal Mill Business Centre Lease (150 years): MCC - Numerous commercial sub-leases from 2-25 years The Estate is a mixed-use development of both refurbished former mill buildings and new build properties. The Services to be provided are in respect of the Commercial elements of the Properties only. The maximum estimated value of the Contract over its maximum possible term is PS420,000 (inclusive of VAT). The estimated split across the Lots are as follows: Lot 1 - Property Management - PS300,000 (incl. VAT) Lot 2 - Lettings (Real Estate Agency Services) - PS60,000 (incl. VAT) Lot 3 - Lease Consultancy (including Lease Renewals and Open Market Rent Reviews) - PS60,000 (incl. VAT) Suppliers should note that this is only an estimate to give Suppliers an idea of the potential scale of the opportunity. No guarantee is given as to the actual value of the contract. Lot 1 - Property Management It is envisaged that the four (4) highest scoring Applicants for Lot 1 will be shortlisted to be taken through to the ITT Stage It is envisaged that one (1) supplier will be appointed to this Lot following completion of the ITT Stage and ultimate award of the Contract Lot 2 - Lettings (Real Estate Agency Services) It is envisaged that the four (4) highest scoring Applicants for Lot 2 will be shortlisted to be taken through to the ITT Stage It is envisaged that one (1) supplier will be appointed to this Lot following completion of the ITT Stage and ultimate award of the Contract Lot 3 - Lease Consultancy (including Lease Renewals and Open Market Rent Reviews) It is envisaged that the four (4) highest scoring Applicants for Lot 3 will be shortlisted to be taken through to the ITT Stage It is envisaged that one (1) supplier will be appointed to this Lot following completion of the ITT Stage and ultimate award of the Contract Please note: Applicants may be shortlisted across one, two or all Lots where they meet the necessary requirements. Where an Applicant is shortlisted across multiple Lots, they will be treated as an individual Applicant for each Lot in relation to the envisaged 4no. for each Lot.

Property Management

Services Lot 1 - Property Management - PS300,000 (incl. VAT) It is envisaged that the four (4) highest scoring Applicants for Lot 1 will be shortlisted to be taken through to the ITT Stage It is envisaged that one (1) supplier will be appointed to this Lot following completion of the ITT Stage and ultimate award of the Contract The Managing Agent will provide a comprehensive property and facilities management service across the portfolio, including maintaining property records, undertaking inspections, identifying issues and making recommendations to the Client. The Managing Agent will be expected to provide proactive operational, financial, compliance, tenant engagement and asset management services aimed at protecting and enhancing the value, performance and income generation of the properties.

Options: The contract includes options. The Authority may exercise options to extend the contract term and/or implement modifications relating to the scope, volume, locations or operational requirements of the services, goods or works, as specified in the procurement and contract documents.

Renewal: One extension period of twenty-four (24) months.

Lettings (Real Estate Agency Services)

Services Lot 2 - Lettings (Real Estate Agency Services) - PS60,000 (incl. VAT) It is envisaged that the four (4) highest scoring Applicants for Lot 2 will be shortlisted to be taken through to the ITT Stage It is envisaged that one (1) supplier will be appointed to this Lot following completion of the ITT Stage and ultimate award of the Contract The Property Agent will provide a full commercial agency service for the disposal and letting of units within the properties, with the objective of maximising occupancy, rental income and asset performance. The Property Agent will be expected to deliver a proactive commercial agency service that drives occupancy, secures optimum leasing outcomes and supports the long-term performance and value of the properties.

Options: The contract includes options. The Authority may exercise options to extend the contract term and/or implement modifications relating to the scope, volume, locations or operational requirements of the services, goods or works, as specified in the procurement and contract documents.

Renewal: One extension period of twenty-four (24) months.

Lease Consultancy (including Lease Renewals and Open Market Rent Reviews)

Services Lot 3 - Lease Consultancy (including Lease Renewals and Open Market Rent Reviews) - PS60,000 (incl. VAT) It is envisaged that the four (4) highest scoring Applicants for Lot 3 will be shortlisted to be taken through to the ITT Stage It is envisaged that one (1) supplier will be appointed to this Lot following completion of the ITT Stage and ultimate award of the Contract The Property Agent will provide a comprehensive lease advisory service across the property portfolio, including the management of lease renewals, open market rent reviews and break options. The Property Agent will be expected to deliver a proactive lease advisory service that optimises income, protects asset value and secures the best commercial outcomes for the Client.

Options: The contract includes options. The Authority may exercise options to extend the contract term and/or implement modifications relating to the scope, volume, locations or operational requirements of the services, goods or works, as specified in the procurement and contract documents.

Renewal: One extension period of twenty-four (24) months.
