Summary of the contracting process

Leidos Supply Limited intends to procure the supply of rope for the logistics commodities and services transformation delivered on behalf of the UK Ministry of Defence. The requirement sits within a wider service covering procurement and inventory management of commodity items, alongside storage and distribution services historically delivered in-house by the Ministry of Defence. Rope is classified as a goods requirement and delivery is across the United Kingdom. Team Leidos is responsible for delivering the wider logistics contract, with Leidos Europe and other partners involved in its delivery. TVS Supply Chain Solutions Limited will conduct various parts of the evaluation. The requirement is intended to support continuing logistics needs and value for money for the department.

This procurement is at the planning stage: the buyer has announced an intention to procure, but has not issued an invitation to tender. A future procurement is expected to use a tender process under the Public Procurement Regulations. The estimated value is £3,280,000 to £8,200,000 excluding VAT, or £3,936,000 to £9,840,000 including VAT. The planned contract period is 28 November 2033 to 30 November 2037. A Preliminary Market Engagement Notice is expected closer to the tender launch, with a future notice date of 12 June 2029. The buyer says this engagement will help suppliers support development of the requirement and sourcing strategy. There is one planned lot.

The requirement is likely to suit suppliers specialising in the manufacture, wholesale or distribution of rope for logistics, industrial or defence-related use. Small and medium-sized enterprises are identified as suitable for the planned lot. Businesses should prepare evidence of their ability to supply rope consistently at substantial scale across the United Kingdom, including dependable stock, sourcing and distribution arrangements. Experience of managing commodity supply chains, inventory and delivery to operational requirements is likely to be relevant to the buyer’s objectives. Suppliers should monitor for the planned market engagement, which is intended to inform the requirement and sourcing strategy before the tender is launched. This is preparation for a future procurement, not an opportunity to bid for now.
