Summary of the contracting process

Newcastle City Council is planning a framework for alternative provision and specialist tuition services supporting children and young people who cannot access mainstream education, or who need additional support alongside it. The services will provide high-quality, safe and effective education and tuition tailored to diverse needs across Newcastle upon Tyne. The council is reviewing the scope and specification of the services, the framework’s structure and lotting, provider governance, safeguarding and operational oversight, quality assurance, performance management, contract monitoring, reintegration planning, and the achievement of positive outcomes. The procurement is for education and training services, with delivery across the city. It is intended to address current and anticipated service requirements and future demand for specialist provision.

This procurement is at the planning stage: the council has announced its intention to procure but is not currently inviting tenders. It expects to use an open procedure for a light-touch services procurement, with a framework agreement. The planned arrangement has one lot and an indicative contract period from 1 April 2027 to 1 April 2030. The estimated value is £6,000,000 excluding VAT, or £7,200,000 including VAT. The council expects to publish the next notice by 1 October 2026. It is undertaking preliminary market engagement before finalising the procurement strategy and service model. Engagement sessions are planned for 15 September 2026 at Newcastle Civic Centre and 17 September 2026 online via Teams, both from 1pm to 3pm; the final arrangements are subject to confirmation.

The planned framework is likely to suit organisations already delivering alternative education, specialist tuition or related support for children and young people outside mainstream schooling. Relevant providers should be able to demonstrate safe, effective and high-quality provision for diverse needs, alongside robust safeguarding, governance and operational oversight. The council is seeking market insight on provider capacity, capability and future demand, so established providers and organisations developing this type of service should prepare evidence of their delivery model and ability to respond to changing requirements. Experience of quality assurance, performance management, contract monitoring, reintegration planning and measuring positive outcomes will be relevant. The opportunity is explicitly considered suitable for small and medium-sized enterprises and voluntary, community and social enterprises, allowing these organisations to prepare for the future competition or engagement.

The Council commissions Alternative Provision and Specialist Tuition services to support children and young people who are unable to access, or would benefit from support in addition to, mainstream education. The future framework will seek to ensure the continued availability of high-quality, safe and effective provision that meets the diverse needs of children and young people across the city. The forthcoming procurement exercise will provide an opportunity for the Council to review the design and operation of the framework to ensure it remains fit for purpose and reflects current and anticipated service requirements. Areas under consideration include: The scope and specification of Alternative Provision and Specialist Tuition services. Framework structure and lotting arrangements. Provider governance, safeguarding and operational oversight requirements. Quality assurance, performance management and contract monitoring arrangements. Expectations regarding reintegration planning and the achievement of positive outcomes for children and young people. Market capacity, capability and future demand.
